This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.**Public Safety Grants 1 levels based on degree and experience:•Public Safety Grants Trainee 1 (equated to SG-14): a bachelor's or higher degree.•Public Safety Grants Trainee 2 (equated to SG-14): a bachelor's or higher degree and one year of required experience.•Public Safety Grants 1, SG-18: a bachelor's or higher degree and two years of required experience.Required Experience: professional experience reviewing applications and preliminary proposals for grant funds, providing technical assistance to grantees with detailed budgeting, vouchering, and program reporting, and evaluating funded projects for compliance with program goals, objectives, contract provisions, and budgetary expenditures.Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Dependent upon qualifications, if appointed as a trainee, successful completion of a one-year or two-year traineeship leads to appointment as a Public Safety Grants 1, SG-18.Applicants may also be appointed to this position if they are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Public Safety Grants Representative 1 and are interested in reassignment; OR are a current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 or 70.4 as appropriate of the Civil Service Law. Duties include but are not limited to:•Develop and coordinate various federal applications for funding through the US Department of Homeland Security(DHS)/FEMA and the US Department of Transportation and conduct reviews of local applications.•Assist with the federal reporting requirements process.•Assist with the coordination of the Grants annual Regional Workshops, Nonprofit Workshops, and various stakeholder events.•Review and assess grant applications and make funding recommendations on the applications.•Conduct research and analysis on a variety of topics, programs, and/or trends in homeland security funding.•Develop written products to assist in the sub-recipient application process, and conduct various informational sessions and trainings throughout the process.•Assist in completing data requests by Executive Staff, Executive Chamber, or to satisfy FOIL submissions.•Serve as program lead on various working groups and grant programs.•Provide assistance to grantees in administering their grant funded programs.•Perform other related tasks as assigned.•Travel may be required (approximately 30%), including during evening and weekends, depending on mission and assignment.•Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job. For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
