About the Opportunity
Reporting to the Director of Public Safety, the Public Safety Lieutenant is responsible for the daily oversight of the Public Safety Officers & Sergeants on the Oakland campus. This is a second/third shift (evening/overnight hour) position, as the Lieutenant will be responsible for primary oversight of the evening and overnight shifts.
The Public Safety Department is a 24/7 organization, operating 3 shifts per day. The department consists of administrative personnel, civilian officers and sergeants, and a dispatch/communications center. The Lieutenant will lead shift briefings and shift trainings to continually improve the preparedness of shift personnel by organizing regular training topics and exercises. The Lieutenant will foster an environment that encourages positive morale and professionalism. Other responsibilities including working with public safety leadership to develop new policy and procedure, support new projects, and to make recommendations on the enhancement of the staffing structure and available equipment.
MINIMUM QUALIFICATIONS
Education & Training
* High School Diploma or GED in addition to at least 3 years of proven leadership of a police, security, or public safety function
* Proven successful leadership of multiple personnel on a campus or multi-use site that is comparable to the Northeastern University Oakland Campus
* Flexibility to work all shifts, weekends, and extra hours as needed
* Proficiency with oral and written communication, power point presentations, Microsoft Word, Outlook, and video conferencing platforms.
* Previous training experience within the police, public safety, or security experience, such as defensive tactics, report writing, active threat, emergency medical response, and other related topics.
* Valid U.S. Driver's License
* Valid Post Certification and/or BSIS card
* Must successfully pass P.O.S.T. PC 832 training or designated equivalent within 6 months of hire
* Must have CPR and First Aid certification within 6 months of hire
* Will be required to pass a comprehensive background check, drug screening, and psychological
* Read, write, and speak English fluently

KEY RESPONSIBILITIES & ACCOUNTABILITIES
Essential Job Functions (General):
* Patrols and secures campus grounds and facilities by vehicle & foot. Assists in the protection of life and property on campus. Examines doors, windows, gates, roadways, and lighting to ensure security.
* Investigates and submits reports concerning criminal offenses committed on the campus. Prepares written reports as required. Completes and maintains records of daily activities including a Communication Log sheet with calls for service and building checks.
* Monitors and reports on a continual basis all conditions which may create security or safety hazards on the College property. Monitors the camera system to ensure there is no criminal activity at other parts of the campus.
* Contacts law enforcement, fire, or other public agencies as required. Assists public service representatives including fire, medical, and police with directions to emergency investigations;
* Enforces College and local laws, rules, ordinances, and regulations according to established procedures.
* Monitors incoming and outgoing campus traffic at the front gate location; answers incoming calls to campus security and dispatches information by radio to field patrol units. Provides information and directions to campus facilities, events, or other locations.
* Monitors campus traffic and parking; issue citations for violations.
* Provides crowd and traffic control for special events on and off campus.
* Responds to complaints from the campus community and assists parties to resolve issues as appropriate.
* Respond and perform access control duties including securing and/or unlocking academic buildings for faculty, staff and students
* Respond to fire, smoke detector, and security alarms
* Provide safety escorts
Essential Job Functions (Supervisory):
* Oversees the day-to-day activities of the College's security including community safety, parking enforcement, and escort services.
* Assist in the scheduling of officers to ensure adequate shift coverage, vacation relief, and call-off replacement. Coordinates and schedules additional security at various special activities and events on campus.
* Conducts shift meetings.
* Participates in reviewing and updating the College's policies and procedures. Provides subject matter expertise to ensure they are accurate and enforceable.
* Assists in the development of the department budget and evaluates and recommends new equipment, supplies or special materials to improve security enforcement.
* Supervises and evaluates the performance of assigned staff; coordinates and/or delivers employee training; researches and develops training materials.
* Monitors and ensures staff compliance with departmental policies, procedures, and applicable regulatory requirements.
* Promotes Public Safety programs within the campus community; develops and maintains internal and external relationships with campus stakeholders, including various departments, student organizations, community groups, and local businesses.
* Ensures all Public Safety activities are appropriately and timely documented in for tracking and review.
* Coordinates with other departments regarding program research; communicates the impact of new programs and/or new policies or procedures on individual departments and campus users.
* Communicates and/or meets with the public to address complaints and safety issues; monitors and ensures appropriate follow up on public concerns.
* Reviews all necessary administrative forms/reports related to Public Safety incidents and operations, approve reports written and submitted by officers, and assists Security Officers, as needed. Ensures reports are completed accurately and timely.
* Liaises with law enforcement staff regarding crime prevention measures.
* Attends and participates in various meetings pertaining to Public Safety operations and services.
* Prepares and maintains a variety of narrative and statistical reports, records, and files related to campus safety programs and activities for submission to federal, state, and local agencies.
* Provides the Director with a daily summary of Public Safety incidents and activities. Analyze data regarding security activities to determine patterns and effectiveness of security activities.
* Inspect and maintain physical safety concerns on campus such as fire systems, lighting, fencing, sidewalks, roadways, gates, doors, windows, and landscaping.
* Ensures that daily safety and maintenance inspection paperwork is completed by shuttle and van drivers
* Coordinates routine and emergency maintenance of Vehicle Fleet with Automotive Technician to ensure the vehicles are safe and in good operating condition.

* This position is an essential personnel position which requires working in a variety of situations including during holidays, weekends, day/evening/night shifts, forced overtime, and in a state of emergency
* Must be able to: sit or stand for long periods of time; walk, run, climb, bend, stoop and lift weights proportionate with need to perform medical assistance; wear a uniform and equipment, and operate a motor vehicle

The expected hiring range is $39.77/hour to $50.70/hour based on the position's responsibilities and scope.
