Job DetailsJob LocationFL - Lake Wales, FLPosition TypeFull TimeSalary Range$53,560.00 - $84,364.80 Salary/yearJob CategoryManagementDescriptionGENERAL PURPOSE Performs a variety of supervisory, administrative and professional work in planning, organizing, directing, and supervising Public Works Divisions, including environmental, street, traffic control, lights, cemetery, facilities, customer service and other public works projects and programs.SUPERVISION RECEIVED Works under the general supervision of the Public Works Director.SUPERVISION EXERCISED Exercises supervision over clerical, administrative, maintenance and professional staff as assigned.ESSENTIAL DUTIES AND RESPONSIBILITIESSupervises division managers and department support staff as assigned.Determines work procedures, prepares work schedules, and expedites workflow.Reviews project specifications and confers with Civil Engineer concerning assistance required such as plan preparation, acceptance testing, evaluation of field conditions, design changes, and reports.Issues written and oral instructions.Researches records, maps and other data to obtain such typical engineering data such as location of sewer stubs, water mains, hydrants, etc. and zoning district designations or special property assessments.Participate in studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations.Maintains harmony among workers and resolves grievances.Prepares composite reports from individual reports of subordinates.Assists in preparing budget requests; administers adopted budget in assigned area of responsibility.Plan, organize, coordinate, supervise and evaluate programs, plans, services, staffing, equipment and infrastructure of the public works department.Performs a variety of office related functions, including preparing permits, correspondence, maps, presentation materials, brochures, reducing field notes, printing materials, answering phones and responding to inquiries from contractors, developers, property owners, staff, and the general public.Assists in evaluating public works needs and formulates short and long range plans.Assists in supervising the review of private project development plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans.Prepares and maintains monthly on call schedules.Responds to public or other inquiries relative to department policies and procedures. Evaluates issues and options regarding municipal public works and makes recommendations.Maintains regular contact with City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services. Assists in monitoring inter-governmental actions affecting public works.QualificationsDESIRED MINIMUM QUALIFICATIONSEducation and ExperienceGraduation from a two year college with a business administration, accounting, public administration degree or a closely related field; and (B) Minimum of three years previous public works experience including at least two years utilities; or (C) Any equivalent combination of education and experience.Education and ExperienceNecessary Knowledge, Skills and Abilities(A) Knowledge of the principles, practices and methods as applicable to a municipal setting; Thorough knowledge of applicable City policies, laws, and regulations affecting Department activities(B) Skilled in the operation the listed tools and equipment.
