Salary : $53,186.00 - $82,438.00 AnnuallyLocation : Town of North Topsail Beach, NCJob Type: Full-timeJob Number: 2024-00009Department: Public WorksOpening Date: 06/10/2024Closing Date: ContinuousDistinguishing Characteristics of the ClassPerforms responsible technical, administrative and supervisory work in directing the varied public works services for the Town. An employee in this class is responsible for planning, organizing and directing the work of employees engaged in public works operation, maintenance and repair. The work of the department includes maintenance and minor repair of streets and Town buildings; maintenance and upkeep of all Town maintained grounds and lots, parks, beach and beach crossovers; scheduled maintenance and minor repair of Town owned equipment and vehicles; repair and installation of street and beach signs; and brush pickup from residences and litter and trash pickup from beaches and public areas. The employee plans daily work projects based on service needs, including acquiring materials and tools, reviews work for quality and completeness, and assesses employee performance. Facility work includes performing minor maintenance tasks such as basic carpentry, painting, electrical, and plumbing repairs to buildings and related facilities. The employee also obtains vendors and quotes and oversees contracted building maintenance work. Provides input on needs for the annual budget, and establishing and maintaining records and reports for full compliance with all regulations. Work requires public contact, initiative and judgment. The employee is subject to working in inside and outside environments including extreme hot and cold weather and to work hazards including loud noise, vibrations, moving mechanical parts, exposure to chemicals, fumes, odors, poor ventilation, and oils. Work is also subject to the final OSHA standards on blood borne pathogens. Work is performed under the direction of the Town Manager and is evaluated through periodic conferences, written reports, and public acceptance of the services and quality of water.Essential Duties and Tasks-Manages and supervises the activities of all public works department staff; hires, promotes and disciplines personnel in collaboration with the Town Manager; ensures appropriate training; provides guidance and direction on daily basis to employees.-Plans projects and daily work assignments and oversees employees, equipment, and materials required to keep Town facilities, parks, beaches, beach crossovers, bridges and grounds clean; participates in fieldwork with staff, if needed.-Locates and orders materials needed for public works projects; makes field inspections of projects to review progress and ensure completion; maintains records of completed work. -Coordinates activities with ONWASA, NCDOT and other agencies within the Town.-Supervises, and may participate in, mowing grass, using a weed-eater, trimming shrubbery, picking up yard debris; installation, maintenance, and repair of beach and street signs; and street maintenance such as pothole patching and minor excavation and patching.-Troubleshoots problems and performs semi-skilled carpentry, plumbing, and electrical repairs; installs and replaces plumbing and electrical fixtures; replaces lights; changes filters and performs preventive maintenance on systems. -Requests necessary resources for operations as part of the annual budget process; manages and administers the budget; oversees and approves expenditures; consults with and/or keeps Town Manager informed on major expenditures.-Responds to citizen requests, inquiries and complaints; investigates and decides or recommends actions.-Plans for and supervises emergency response and hazardous weather response.-Advises the Town Manager and elected officials on project status and a wide variety of matters such as construction, improvement, and citizen relations; attends Board meetings to make presentations or provide advice as needed. Additional Job Duties-Performs related duties as assigned.Knowledges, Skills, and Abilities-Considerable knowledge of the principles and practices and materials, tools, and equipment utilized in carpentry, landscaping, plumbing, street repair, electrical work, and other maintenance trades used in grounds maintenance/facility/park/road maintenance and repair work.-Considerable knowledge of preventive maintenance requirements for Town facilities and related equipment.-Considerable knowledge of the occupational hazards and safety precautions of the work.-Working knowledge of the Town's personnel, budgeting and purchasing policies.-Working knowledge of supervisory principles and practices including training, performance coaching, and motivation; ability to supervise staff and contractors to obtain quality and timely results.-Working knowledge of the application of information technology to the division.-Skill in collaborative conflict resolution and internal customer service excellence.-Ability to read and interpret electrical schematics.-Ability to communicate effectively in oral and written forms.-Ability to establish and maintain effective working relationships with other employees, subordinates, superiors, elected officials and the general public.-Ability to prepare and maintain accurate and detailed records of work activities.Physical Requirements-Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, feeling, talking, hearing, and repetitive motions.-Must be able to perform heavy work exerting up to a 100 pounds of force occasionally; and/ 50 pounds of force frequently; and 10 pounds constantly.-Must possess visual acuity necessary to use measuring devices, to operate a computer terminal, to read maps and diagrams, to operate equipment and use hand tools, to assemble or fabricate parts, and to read and prepare reports including the analysis of data and figures.
