Yulista Integrated Solutions LLCRegularPRIMARY FUNCTIONThe Purchasing Manager is responsible for interfacing with the leadership team to develop and execute the strategic vision for the organization's supply chain and purchasing functions. This position will define supplier development requirements, lead continuous improvement processes in support of the corporate wide sourcing strategy, and strive to continuously find ways to improve responsiveness, product quality, and reduce costs.ESSENTIAL FUNCTIONS
- Analyze industry trends and evolving technology to proactively identify supply base issues, minimize risk, protect the continuity of supply, and exploit emerging opportunities.
- Evaluate supplier core competencies, competitive positioning, and continuously improve sourcing processes.
- Participate in development of negotiation strategies that delivers against business objectives and achieves sustainable relationships with suppliers.
- Create metrics related to supplier performance, cost reduction projects, ERP systems utilization, and MRP system / item master file data integrity.
- Create strategies, policies, processes and systems that will assure compliance with FAR, DFAR, Federal procurement regulations, and commercial aviation requirements.
- Drive understanding and compliance of DoD, DFAR and ITAR requirements to suppliers
- Implement strategies for maximizing the value achieved for internal business customers, and provide leadership and expertise in market analysis, supplier management, negotiation, project management, and facilitation of process improvement.
- Perform as a liaison with Contracts / Legal and Programs Management to ensure that all contractual terms and conditions are understood from a Purchasing perspective, and that corporate risk is minimized;
- Facilitate work across departments to develop common requirements and business processes in order to leverage key suppliers.
- Serve as a resource to the Deputy Purchasing Manger to resolves issues as needed between functional and program requirements, and the supply base;
- Drive business best practices regarding supplier performance throughout the organization;
- Analyzes global spend for key aggregation/consolidation opportunities and creates programs to leverage spend wherever achievable;
- Evaluates and works to increase purchases from 'diverse' suppliers, including minority business enterprises (MBE), woman-owned, veteran-owned, HUB Zone, etc.;
- Works closely with Quality and audit functions to coordinate procurement compliance audits and policy input.
- Other duties as assigned.SUPERVISORY RESPONSIBILITIESSupervises work and activities of the Deputy Supply Chain Director, and the overall performance of the Purchasing and Pricing Managers. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws including assisting in interviewing, hiring, and training of employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; timekeeping, addressing complaints and resolving problems.KNOWLEDGE, SKILLS, & ABILITIES:
- Professional attitude and demeanor; problem-solving and prioritization skills; ability to draw conclusions and make recommendations for problem resolution.
- Intermediate to advanced computer skills; specifically using Microsoft Office, Sharepoint, COGNOS, and/or Deltek Costpoint; ability to learn additional computer skills or software programs.
- Ability to read and interpret documents such as work instructions, process maps, and procedure manuals.
- Ability to create custom reports and perform data analysis.
- Interpersonal skills to work effectively and cooperatively with all levels of management and staff. Will also routinely interact with external stakeholders such as customers, vendors, suppliers, shipping companies, etc. Must represent the company in a professional manner at all times.

- Ability to multi-task.QUALIFICATIONS:
- Bachelor's Degree in Supply Chain, Business Administration or other related field.
- Minimum of ten (10) years' supervisory experience in a purchasing, supply chain or program management role.
- Experience in a military manufacturing or commercial aviation services environment preferred.
- Experience in an ISO9000 and AS9100 environment preferred.
- Working knowledge of Enterprise Resource Planning (ERP) Systems; experience working with Deltek / Cost Point preferred.
- Ability to pass a drug and background screening.
- Must be able to obtain and maintain a Government Security Clearance.WORKING ENVIRONMENT: A fast paced multi-tasking customer service oriented environment requiring a high degree of efficient and effective performance. Adaptability regarding schedule and task changes is necessary to accommodate changing priorities.
