Job Description: This is a 100% telework position for any Texas resident COS Quality Assurance Contract Administration Manager (QA CAM) The Department of Family and Protective Services (DFPS) seeks highly qualified candidates to fill the QA CAM position in the Contract Oversight and Support (COS)division, which operates under the office of the Chief Operating Officer. COS is charged with building and maintaining contracting infrastructure to support informed processes and activities that safeguard against unethical behaviors, mitigation of contracting risks, and focused on integrity and compliance. This position is a full-time teleworker who reports to the Data and Quality Assurance Manager within COS. This position performs advanced (senior-level) work in the administration of contracts involving the oversight, execution, and administration of contracts, including large-scope or high-dollar contracts. The position supports development of requirements and negotiating, awarding, managing, and monitoring contracts. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs advanced (senior-level) work in the oversight of the administration of contracts for all DFPS contracting programs. The QA CAM is responsible for the management of projects that include collaboration within the COS division for the planning, development, and implementation of activities for contract quality assurance, continuous process improvement, risk management, and contract reporting. The QA CAM will identify and lead efforts to assess contracting business processes and activities to ensure the achievement of objectives and goals; develop and implement efficient solutions using risk assessment and risk management principles; implement internal control standards; develop and maintain relationships across divisions and agencies to ensure program, project, and contract activities are collaborative; exercise sound judgment in making critical decisions and analyzing complex information; interpreting state and federal laws, rules and regulations; and assist with ensuring procurement and contract-related protocols are established with the highest level of accuracy and in accordance with DFPS standards. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Will attend division meetings and the annual contracting conference as well as other meetings as assigned. Essential Job Functions: Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Serves in a lead-role by planning, developing, coordinating, implementing, and evaluating for continuous process improvement in how DFPS establishes agency standards and performs contract management functions. Responsible for developing and overseeing the division's quality assurance strategic plan that addresses agency contracting risks through a multi-faceted approach and includes forecasting trends and data analysis. Will develop recommendations to ensure compliance with agency objectives and enhance business operations. Responsible for reviewing deliverables and promoting evidence-based contracting business practices focused on risk analysis, contract monitoring and oversight methodologies and activities, subrecipient reporting, and single audit processes to ensure compliance with rules, policies, and business processes. Responsible for overseeing risk management activities, which include establishing the agency's Specialized Monitoring Plan and reporting milestones and progress throughout the fiscal year. Oversees the coordination and communication in the analysis of contract management operations, internal control structures and systems, and data and records for reliability, adequacy, accuracy, efficiency, and compliance with regulations. Leads the development of short- and long-term strategic goals for planning process improvement, quality assurance, and risk management activities including forecasting trends through analyzing data; establishing workplans, preparing reports, and developing recommendations to ensure compliance. Support the audit response process, reviews internal and external audit results to prioritize risks that should be assessed in addition to making recommendations for process improvements. Reviews statutes, rules, guidelines, and audit findings to promote effective contracting activities, processes, and procedures to promote compliance with State and Federal regulations. Collaborates within the COS division with Process Improvement, Training, and Internal Controls CAMs to conduct gap analysis and implement process improvement. Collaborates across DFPS divisions to identify best practices and promote improvement in contracting activities consistent with the agency goals and objectives. Provides and presents information to DFPS divisions, contract management teams, and Executive level leadership. Supports the development and delivery of training, providing consultation, and technical assistance to contract management staff, and assessing progress toward successful completion of requirements and outcomes. Leads and participates in workgroups for statewide initiatives, redesign of contract related processes, and the development and implementation of continuous process improvement opportunities that include financial and budgetary initiatives. Will review and analyze legislation for impact assessment in relation to procurement and contract management, including tracking legislative bills and assisting with bill analysis. Ability to analyze and evaluate regulations, rules, reports, and problems and make recommendations, including development of policies and procedures, trainings, forms, and job aids. Ability to exercise sound judgment in making critical decisions, to analyze complex information and develop plans, to effectively demonstrate negotiation and facilitation skills. Ability to devise solutions to administrative problems. Ability to work in a fast-paced environment to complete tasks timely. Registration or Licensure Requirements: Certified Texas Contract Manager (CTCM) is preferred. CTCM certification is required within 18 months of hire date. Certified Texas Contract Developer (CTCD) is preferred. CTCD certification is required within 24 months of hire date. Initial Selection Criteria: Experience in contract administration, management, evaluation, or monitoring of contracted providers or related quality assurance activities. Graduation from an accredited four-year college or university with major coursework in business, public administration, business or contracting law, or a related field is generally preferred. Education and work experience can be substituted for one another on a year-for-year basis. Preference will be given to candidates with experience in managing on-going complex projects related to quality improvement or other similar activities. Preference will be given to candidates with DFPS contract or program experience. Additional Information: SALARY NOTE: Any employment offer is contingent upon available budgeted funds.
