Definition of Class

* This is professional work of an administrative nature involving program planning, administration, analysis, evaluation, monitoring and coordination of county children and youth programs. An employee in this class reviews, administers, analyzes, evaluates, monitors and coordinates children and youth program objectives, policies, and operations of organizational segments children and youth agencies. While this position provides administrative services to agency staff concerning program planning and objectives, important aspects include reviewing and analyzing existing data about programs, preparing reports and recommending operational changes. Supervision may be exercised over professional, sub-professional and clerical staff. Work is performed under the supervision of an administrative supervisor and reviewed through conferences and reports.

Nature of Work

* Provider Contract / fiscal regulatory compliance: Review of provider contract documentation. Analysis of provider contract documentation. Generation of provider rate sheet, budget forms and fiscal documentation. Investigation of placement provider complaints. Consultation on information system design. Analysis of Title IV-E rate calculations. Assistance with the implementation of State Bulletin's Requirements. Training and consultation on State Bulletin Requirements. Investigates, mediates, and tracks complaint reports regarding Providers. Analysis of provider contract documentation and verification of compliance with OCY requirements. Feedback to program staff regarding the status of individual provider contract processes. Participate on OCY Contracting committee. Work with OCY staff on unified contracting process. Educate OCY staff regarding roles and responsibilities related to provider monitoring. Receives information from families and the public regarding quality and compliance and recommends appropriate course of action. Maintains a system to track, respond to and expedite the resolution of reported quality concerns. Serves as a liaison with representatives from Western Region when OCYF receives complaints about the Agency. Uses data trends to monitor Agency compliance with federally required practice standards and associated measures and to identify areas where quality and compliance could be improved. Develops and implements strategies to mitigate any identified deficiency. Review case records to ensure compliance with Federal and State laws and regulations, as well as Agency policy and procedures. Create and implement Plans of Correction resulting from annual licensing inspection or non-compliances identified due to complaints. Provides consultation and technical assistance to County administrative and supervisory staff regarding the assessment of training needs, the development and implementation of training programs, curriculum content, and methods and procedures necessary to improve the service delivery system. Creates/revises Agency policies and procedures. Helps identify and implement solutions for cases submitted for Complex Case Review. May provide supervision and training to direct service caseworkers and orient new supervisors regarding child welfare policies and procedures, methods of intervention and counseling to children and families. Plans and develops programs, objectives, policies and operations of an organization segment of a county children and youth program. Develops program objectives and goals for specialized program areas and develops, reviews and evaluates the effectiveness of agency programs in meeting the objectives of children and youth county programs. Conducts on-site visits with contract providers to provide technical assistance, train, and audit and interpret agency policies and procedures as well as complying with federal, state, and county rules and regulations. Act as a liaison between the county and service providers while establishing and maintaining written criteria for case review processes. Supervises professional, sub-professional and clerical staff. Perform related work as required. Serves as Contract Administrator for service providers (i.e. reviews contract paperwork, attends budget hearings, etc.). Serves as point of contact for all services' providers (i.e. meets with contracted service providers on a regular basis to ensure consistent communication and collaborative partnerships with service providers). Monitors contracted service providers' programming to determine if outcomes are being met. Monitors contracted service providers to ensure services are being provided in the manner outlined in the contract. Provides technical assistance to service providers if areas needing improvement are identified. Directs the conduct of studies, needs assessments and program evaluation. Completes invoice verification tasks for In-Home Service providers. Attends provider meetings.

Duties & Responsibilities

* This is a professional and administrative work directing and coordinating training and quality assurance programs for the Erie County Office of Children & Youth. Receives information from families and the public regarding quality and compliance and recommends appropriate course of action. Maintains a system to track, respond to and expedite the resolution of reported quality concerns. Tracks trends of areas where quality and compliance could be improved, develop and implement strategies to mitigate any deficiency. Monitors contracted service providers programming to determine if outcomes are being met. When internal or external standards are deficient will assist in developing corrective action plans and ensure that plans are implemented and completed. Represent the agency on local and statewide committees. Liaisons with other departments within the Department of Human Services regarding quality and compliance. Designs, implements and evaluates staff development and quality assurance programs, policies and procedures. Directs the conduct of studies, needs assessments and program evaluation. Provides consultation and technical assistance to County administrative and supervisory staff regarding the assessment of training needs, the development and implementation of training programs, curriculum content, and methods and procedures necessary to improve the service delivery system. May provide supervision and training to direct service caseworkers and orient new supervisors, regarding child welfare policies and procedures, methods of intervention and counseling to children and families. Provide training and information to mandated reporters and other community resources as requested. Provide coverage for other supervisors' absences when requested. Interpret laws, regulations, policies and procedures relevant to child welfare services. Review case records to ensure compliance with federal and state laws and regulations, as well as Agency policy and procedures. Monitor Agency compliance with federally required practice standards and associated measures. Assist and/or provide input for performance evaluations and professional development plans for Office of Children and Youth staff.

* Assist in the execution of professional development plans. Assess caseworker skill and ability and identify ways of measuring competence and professional development. May supervise student interns. Prepares reports, correspondence, and other materials as needed. Attend 20 hours mandatory training per year. Other duties as assigned.

Knowledge, Skills, & Abilities

* Knowledge of the principles and practices of children and youth program planning and development as it relates to the implementation of direct services and operational procedures. Knowledge of modern basic management principles and practices. Knowledge of basic principles and methods involved in working with socially maladjusted r physically or mentally disadvantaged children and youth. Ability to analyze and evaluate program plans and operations and make recommendations leading toward policy and method determination. Ability to establish and maintain effective working relationships with departmental staff and other agencies. Ability to make clear and pertinent statements, orally and in writing.

Minimum Requirements

* Bachelor's Degree in a related field

* Minimum of 2 years of Professional Experience in the field of Children and Youth

Preferred Qualifications

* Proficient in Excel. Basic understanding of financial reports, documents, and audits. 2 years Accounting or Budgetary Experience or equivalent

Supervision Received

* Work is performed under the supervision of an administrative supervisor and reviewed through conferences and reports.

Conditions Of Employment

* Required to provide and are subject to Pennsylvania criminal and child abuse clearances as well as an FBI fingerprint clearance.
