Position Overview
The Division of Mental Health is seeking to hire a dynamic and organized Quality Manager with strong leadership skills to oversee the facility-wide program for assessing, improving and managing the quality of care and reducing risk within the Treatment and Detention Facility located in Rushville, Illinois. The incumbent will identify, develop, implement, coordinate and monitor action plans designed to confirm that problems at the facility are resolved and that action is taken to improve quality of care within the units and facility grounds. The Treatment and Detention Facility strives to provide equitable access to social/human services, supports, programs and resources to enhance the lives of all who we serve.
Essential Functions
* Serves as the Quality Manager at the Treatment and Detention Facility (TDF).
* Identifies, develops, implements, coordinates and monitors action plans designed to confirm that problems at the facility are resolved and that action is taken to improve quality of care within the units and facility grounds.
* Serves as full-line supervisor.
* Develops informational sharing methodology to verify that facility executive are fully involved with the quality management program as it relates to their specific area of responsibility.
* Oversees the Sexually Violent Persons (SVP) Evaluators.
* Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
* Requires knowledge, skill and mental development equivalent to completion of four (4) years college.
* Requires three (3) years progressively responsible administrative experience in the fields of health or human services.
Preferred Qualifications
* Three (3) years of professional experience working with accreditation and certification bodies such as Commission on Accreditation of Rehabilitation Facilities (CARF).
* Two (2) years of professional experience in a public or private organization maintaining confidentiality and handling sensitive information with professionalism.
* Three (3) years of professional experience developing, maintaining, and managing quality assurance methods and processes by determining objectives, setting specifications, and assessing results.
* Three (3) years of professional supervisory experience, including assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and approving time off.
* Two (2) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
* Three (3) years of professional experience performing quality assurance assessments.
* Two (2) years of professional experience communicating with both internal and external stakeholders in oral and written form.
* Three (3) years of professional experience analyzing quality assurance data, developing response training, corrective action and follow-up.
* Two (2) years of professional experience in developing and preparing analytical summaries for wide variety of audiences using a variety of platforms.
