Current New York State employee with one year or more of permanent competitive service as a Communications Technician 1 and eligible for transfer under Section 70.1 of the NYS Civil Service Law. You must complete and return it as instructed in the letter. NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are six months of experience either as a police dispatcher, emergency services dispatcher, or public safety dispatcher; a member of a fire company or emergency medical services squad; a radio dispatcher of a mobile fleet; a toll collector for a public highway or bridge system; in a traffic management center; active duty service and an honorable discharge or under conditions in the NYS Restoration of Honor Act from the United States military; military duty in the United States Armed Forces National Guard or Reserve; or as a member of an organized Search and Rescue (SAR) task force or team or completion of one-year traineeship. RADIO DISPATCHER TRAINEE This position may be filled at the Radio Dispatcher Trainee, NS (equated to SG-10) level. Candidates must be age 18 or older, possess a high school diploma or equivalent, and successfully pass a background investigation performed by the New York State Police prior to appointment. Following successful completion of a one-year traineeship candidate will advance to Radio Dispatcher, SG-12. Radio Dispatcher Hourly Trainee Pay Rate: $26.21 Duties Description A Radio Dispatcher monitors, dispatches, and controls all radio traffic in the New York, Albany, Syracuse, or Buffalo Divisions, or a combination of several divisions, of the NYS Thruway Authority and maintains the only road information center encompassing the entire Thruway System. Radio Dispatchers are required to maintain contact with members of the Thruway State Police by radio and relay such information as may be necessary in the policing of the Thruway System; Bring reports of unusual occurrences to the immediate attention of the State Police Sergeant and the Senior Radio Dispatcher for transmittal to the appropriate Thruway and/or State Police officials; Maintain a record of Thruway State Police, Administrative, Maintenance and Operations personnel; Operate a division, broadcast weather information for the guidance of the State Police, Maintenance Personnel and Roadside and Towing Service operators; Act as central information center for field personnel dealing directly with Thruway patrons; Record detailed accident reports called in by State Police and division traffic personnel; Log all reports of radio difficulty and reports conditions requiring emergency repairs to the Senior Radio Dispatcher; Maintain close surveillance over vehicles carrying explosives or radioactive material; Log reports Civil Defense alerts and unusual accidents; Maintain various files, including State Police Dispatcher's logs, communication center logs, disabled vehicle summaries and records of ambulance and outside fire departments called; and Responsible for knowing related policies and procedures established for Maintenance, Traffic Operations and Public Relations. The duties of this position are often carried out under stressful conditions. These positions involve shift work within a 24-hour work schedule including nights, weekends, and holidays. Sick Leave is credited at the rate of one-half day each biweekly pay period up to a total of 165 days. Sick Leave Incentive Plan - Employees who have not accumulated 165 sick days and have not used sick leave during the periods of January 1st to June 30th or July 1st to December 31st, each year, may receive two days of pay for each six-month period. Employees who have a sick leave balance of 165 days, and continuously maintain that balance for each six-month period, may receive four days of pay for each six-month period. Employees with 20+ years of continuous Authority/State service may receive up to an additional five days of vacation leave accruals annually. Membership in the New York State and Local Retirement System, as well as optional enrollment in the NYS Deferred Compensation Plan. Tuition Assistance Program which reimburses 90% of tuition costs for approved courses up to 15 credit hours per year. Service Award Payments - Upon completion of 10 years of Authority service, eligible employees will receive a 10-year Service Award Payment. Payments are then awarded every five years as noted in the contract until 30 years of Authority service is reached. Service Awards have a positive impact on retirement. Employees are paid bi-weekly, with no lag time. Some positions will be eligible for downstate and/or geographical pay depending on location and title.
