This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimumqualifications for this position. The qualifications are:Real Estate Specialist Trainee 1:A bachelor's or higher degree.Real Estate Specialist Trainee 2:A bachelor's or higher degree ANDEither 1. One year of professional real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; OR2. A New York State General Real Estate Appraisal License; OR3. A New York State Land Surveyor Licensure.Real Estate Specialist 1:A bachelor's or higher degree ANDEither 1. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND one year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; OR2. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND A New York State General Real Estate Appraiser License; OR3. One year of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property; AND A New York State Land Surveyor Licensure; OR4. One year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations; AND A Certified Commercial Investment Member designation; OR5. One year of professional experience appraising real property real estate experience appraising real property including writing detailed original appraisal reports or appraisal reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations, OR writing detailed original appraisal reports or appraisal reviews in connection land acquisition for public land acquisition agencies, utility companies, or Not for Profit conservation organizations AND A New York State Residential Real Estate Appraisal License; OR6. A Certified Commercial Investment Member designation; AND a New York State General Real Estate Appraisal License; OR7. A Certified Commercial Investment Member designation; AND a New York State Land Surveyor Licensure; OR8. A New York State Residential Real Estate Appraisal License; AND a New York State General Real Estate Appraisal License; OR9. A New York State Residential Real Estate Appraisal License; AND a New York State Land Surveyor Licensure. Please Note: Real Estate Specialist 1 may be also filled from a Non-PCO list.If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.Duties Description Real Estate Specialist 1's may be filled through a two-year traineeship, beginning as a Real Estate Specialist Trainee 1 equivalent to a Salary Grade 13. The traineeship leading to a Real Estate Specialist 1 provides the opportunity to learn in depth Real Estate Appraisal, Acquisition and Negotiation procedures and Property Management as it relates to the NYS Eminent Domain Procedure, Law and Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act. After completion of one year of satisfactory service as a Real Estate Specialist Trainee 1, appointee would advance to a Real Estate Specialist Trainee 2, equivalent to salary grade 14, and after one year of satisfactory service as a Real Estate Specialist Trainee 2, appointee will advance to the journey level Real Estate Specialist 1 Salary Grade 18. A Real Estate Specialist 1 works in a Right of Way Office under the direction of a Real Estate Specialist 2. Duties involve determining the value of properties to be appropriated for public use, management of such properties, negotiating financial. settlements with affected parties, relocating impacted residential and commercial occupants, and administering outdoor advertising control regulations. The duties of this position may require considerable travel within Region 6 and may require travel and field work for assignments outside of the Region. At the time of appointment and continuously thereafter, possession of a valid license to operate a motor vehicle in New York State is required or the ability to meet the travel requirement of the position must otherwise be demonstrated. The potential for inter-regional resource sharing and the provision of services is a factor that applicants should recognize.Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations. Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
