Position Summary
This is an advanced level professional real estate position assigned to the Northeast Region, with substantial responsibility for the oversight of the Department's Local Public Agency (LPA) program and connecting highways as it relates to real estate acquisition. The extremely complex, broad, and sensitive nature of these duties requires a thorough knowledge of all aspects of the Department's real estate program, local public agency requirements, and Federal and State laws, rules, and regulations. This position requires a broad perspective of legal, technical program and policy issues, as well as expertise in all aspects of right of way acquisition, appraisal valuation theory, and other eminent domain principles and practices. This position is responsible for providing advanced knowledge of expert real estate technical oversight and guidance to the Bureau of Project Development's (BPD) Local Project Management section.
This Regional LPA Coordinator has delegated authority for approval actions required by State and Federal policy and law, resulting in a high consequence of error. This position will facilitate process reviews; identify the root of procedural problems; identify training needs; recommend policy changes; and monitor problems with organizational relationships. This position is responsible for the development of policies and procedures as they relate to the LPA program. This position may perform LPA oversight duties in other Division of Transportation System Development (DTSD) regions to meet local program demands in those regions, as well as provide backup duties for their regional LPA counterparts.
Other advanced real estate specialist assignments having regional or statewide implications may also be assigned. The position will be responsible for state project real estate project development and project management involving all aspects of complex real estate acquisition, including estimating, appraisals, relocations, and negotiation. This requires the position to develop, estimate, implement, monitor, and coordinate with internal and external customers on state highway projects.
Salary Information
This position is in schedule-range (07-03) with an annual salary of $66,560 - $81,120, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details
This position is required to work out of the office for a minimum of 2 days per week.
Travel may be required for up to 25% of the time.

Qualifications
A minimally qualified applicant for this position MUST have experience with all the following:
* Experience and/or training in project management, including tracking and monitoring the status of assigned projects to ensure timely project delivery.
* Experience interpreting and applying eminent domain law and/or policies as they apply to highway improvement projects.
* Experience with mentoring, coaching, and/or training others.
