Qualified candidates must be able to communicate efficiently and effectively with customers, such as property owners, developers, engineers, land surveyors, title officers, attorneys, and contractors. Ideal candidates will possess public agency and/or utilities agency real estate experience. Real Property Specialist I:Possess one (1) year of real property experience including title search, real property appraisal, negotiation, acquisition and relocation. Real Property Specialist II:Possess three (3) years real property appraisal, negotiation, acquisition, and relocation experience, including knowledge of related federal state, local laws, regulations, and policies and procedures. Land Surveyor-In-Training and/or Senior Right of Way Professional (SR/WA) designation highly desirable.Please note: The Public Works Department has sole discretion to appoint at either level. Essential FunctionsThe following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
- Secures, examines, and interprets property records and title reports to determine the extent and types of encumbrances and the status of interests in properties.
- Negotiates with parties of interest to remove liens, judgments, or other encumbrances in the acquisition, management and disposition of land rights.
- Processes Abandonment's and Encroachments on city property with legal action to protect ownership and economic use; settles land/improvement construction damage claims.
- Prepares necessary documents to effect title changes.
- Makes appraisals of properties and reviews independent appraisals to determine market value assessing maximum economic benefit in securing properties for City use.
- Reviews engineering plans and property maps to determine extent of property requirements for street rights-of-way and easements.
- Negotiates with property owners, in person or through correspondence, to establish terms and conditions of property conveyances.
- Recommends settlement terms and courses of action to City departments and officials.
- Investigates sites, buildings, and prevailing rates in the area of desired location; gathers sales, zoning, assessment valuation, improvements, tax and other pertinent information for use in developing appraisals.
- Negotiates major lease documents, sales, contracts, and other agreements; prepares outline and lease terms for attorney's use.
- Interfaces with legal counsel on litigation for condemnation, land disputes, resolution of legal problems; provides expert court testimony.
- Coordinates the disposition of real property interests.
- Maintains records and prepares a variety of reports.
- Negotiates with multiple-owners, individuals, large companies and utilities.
- Arranges to reimburse property owners for buildings, wells, crops, and other losses.
- Arranges for grantor's approval.

QualificationsReal Property Specialist I:Experience: One (1) year of real property experience including title search, real property appraisal, negotiation, acquisition and relocation. Knowledge of: Principle and practices of real property appraisal, title, and escrow activities; legal instruments used in real estate transactions; methods and terminology used to describe real property; English grammar and methods of analysis and report writing. Ability to: Learn applicable laws, regulations and policies governing acquisition leasing, appraisal and related activities; learn to interpret real property legal descriptions, analyze information and make appropriate decisions; establish and maintain effective working relationships with others; maintain records and prepare reports; communicate effectively, both orally and in writing.License/Certification Required: Possession of a valid California Driver's License by date of appointment.Real Property Specialist II:Experience: Three (3) years real property appraisal, negotiation, acquisition, and relocation experience, including knowledge of related federal state, local laws, regulations, and policies and procedures. Knowledge of: Principles and practices of real property appraisal, title, and escrow activities; applicable Federal, State, and local laws, regulations, and policies related to eminent domain, easements, right-of-entry, real estate title, and other right-of-way technical, legal and financial activities; principles and practices of real property appraisal, negotiation, acquisition, relocation, economics, and law as it relates to property buying, selling, leasing, easements, and related matters. Ability to: Properly interpret legal descriptions of property and make appropriate decisions in accordance with laws, regulations, and policies; communicate effectively, orally and in writing; research land records sources; understand and interpret engineering plans, maps, surveys, and legal documents; negotiate with property owners and parties of interest in property and explain policies, plans, and interests affecting properties. License/Certification Required: Possession of a valid California Driver's License by date of appointment.
