Summary This position is located in the Eastern Region, Region 9, on the Hiawatha National Forest. The position serves as the Forest program manager for survey, boundary management, and lands, including non-recreation special uses, right-of-way grants, withdrawals, Federal Energy Regulatory Commission (FERC) projects, land purchases, land exchanges, and land conveyances. Responsibilities Responsibilities are listed at the full performance level (GS-12). Provide guidance, assistance, training and counsel to leadership on all matters pertaining to FERC projects, land purchases and donations, land exchanges, right-of-way acquisitions, and land conveyances. Provide technical advice on the appropriate authorities and fees for issuance of special use authorizations in accordance with policy, laws, regulations, and local conditions. Plan the work to be accomplished by the unit by assigning work to employees and establishing production or quality standards for the units work. Advise on a variety of problems relating to special uses administration decisions, including processing of applications, and preparation and interpretation of authorizing documents. Manage a complex land ownership adjustment program by providing program leadership, planning, direction, coordination, and technical advice in land adjustment. Serve as primary unit contact for District personnel, Regional Office counterparts, and applicants on matters concerning land use permits and memorandums of understanding. Performs supervisory duties 20% or less of the time. Specialized Experience Requirement: For the GS-11: You must have one-year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as one or more of the following: : Assisted with land appraisals; Assisted with property title research; Participated in lands transactions (e.g. purchases, sales, or exchanges, for a government agency, non-profit, or private business); Processed special use authorizations or land use authorizations for government agencies, corporations, or private land owners; Managed land use for a Tribe, government, or private land owner; Processed applications for easements granted to and by other agencies; Processed title claim cases, right-of-way acquisitions, and/or trespass or encroachment cases; and/or Management of a minerals program. OR Applicants must have a PH.D. or equivalent doctoral degree; or 3 years of progressively higher level graduate education leading to such a degree; or LL.M., if related. OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). For the GS-12: You must have one-year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as one or more of the following: Provided authorization and administration of special use permits, easements, leases, grants, and other land use authorizations; Provided training in regards to special use administration; Performed administration, revision, amendment, suspension, revocation, or termination of authorizations by researching laws, court decisions, or precedent cases and then preparing summaries of findings; Negotiated rights-of-way and/or land acquisition or exchanges with landowners and resolved technical problems; Prepared and processed appraisals, and related reports; Performed acquisition, disposal planning, reconnaissance, condemnation reports, appraisals, title research, economic analysis, and preparation of contracts for real estate functions; and/or Analyzed complex land use issues such as FERC hydropower project relicensing, gained a detailed understanding of the situation and the potential effects on public lands, and developed recommended options for decision makers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Education See above for education that may be qualifying for the specific grade level. Additional Information Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with Eastern Region, Region 9 of the Forest Service. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. This is a non-bargaining unit position.
