CLASSIFICATION TITLE: Recipient Rights Specialist SALARY: $63,999.47 - $82,777.96 DEPARTMENT: Community Mental Health Opening Date: 01/07/2025 Closing Date: 01/22/2025 12:00 a.m. FLSA STATUS: Non-exempt - Overtime pursuant to Human Resources and Labor Relations Policy EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period GENERAL SUMMARY Under direction, investigates violations of code-protected rights. Maintains accurate records and acts to resolve disputes related to violations. Provides recipient rights in-service training to staff and contract agencies. Conducts investigations and site visits during non-traditional work hours. Reviews critical incident reports for rights violations. Provides guidance and education to recipients and their families on their rights and self-advocacy. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: Investigates violation complaints and ensures appropriate investigative procedures are followed. Conducts interviews and field investigations to gather information concerning violations of code-protected rights. Examines records and documents to establish facts and ensure data authenticity. Maintains accurate records and Board required documentation. Monitors critical incident reports for possible rights violations. Files appeals on the behalf of recipients or provides assistance with the appeal process. Conducts annual site reviews for compliance. Recommends remedial actions if violations of rights have occurred. Assists in coordinating investigations with other human service agencies or legal entities. Assists contract agencies in ensuring compliance with laws and regulations. Presents information on mental health services and the rights of recipients to families who receive services. Provides referrals for issues or complaints that do not fall under the jurisdiction of the Office of Recipient Rights. Performs related duties as assigned. QUALIFICATIONS: Required Education and Experience
  • Bachelor's degree in Criminal Justice, Human Services, Public Relations, Business Administration, or a directly related field from an accredited college or university
  • Two (2) years of experience in human services or a directly related field
Preferred Education and Experience
  • Experience conducting investigations in a mental health setting
  • Experience conducting training
Required Licenses or Certifications
  • Possession of a valid Michigan driver's license and operable, insured automobile for authorized travel
