The Town of Hillsborough (pop. 11,574) is a residential community 13 miles south of San Francisco. Since its incorporation in 1910, the Town has been known for its rural charm and mild climate year round. Private and public schools in Hillsborough have been internationally and nationally recognizedfor academic excellence.The Town operates with a Council-Manager form of government. Residents voluntarily serve on the Citizens Communications Advisory Committee, Financial Advisory Committee, Administrative Hearing Panel and the Architecture and Design Review Board.The Town provides a full range of municipal services including police and fire protection, water delivery and wastewater collection.The Organization:The Town is a general law city operating with a Council-Manager form of government. Policy-making and legislative authority are vested in the governing City Council which consists of a Mayor, a Vice Mayor, and three Councilmembers. Council members are elected to overlapping four-year terms in even-numbered years and the members select the Mayor and Vice Mayor annually. Among other things, the City Council is responsible for passing ordinances, adopting the budget, appointing committee and board members, and hiring the City Manager and the City Attorney (on contract). The City Manager is responsible for carrying out the policies and ordinances of the City Council, overseeing the day-to-day operations, and appointing department heads.The Department:The Hillsborough Police Department works to ensure the safety and welfare of the Town's residents and their property. This goal is realized through a dynamic combination of proactive patrol, continually staffed communications center, active investigations, crime prevention, applied technology, community outreach and other interactions.The Mission of the Police Department is the detection and prevention of criminal activity, the apprehension and conviction of offenders, the protection of life and property, the enforcement of laws and ordinances, customer service outreach, and proactive responsiveness to the public.ESSENTIAL DUTIES:This position typically performs, but are not limited to, the duties noted below on a regular basis:Follows established lawful procedures (as outlined in the CA Public Records Act) for retaining, releasing, destruction, filing and the indexing of crime reports, including warrants, criminal registrations, vehicle accidents, HMC reports, permits and licenses;Organizes, secures, and documents chain-of-custody for evidence in storage and in transit;Prepares court documents for filing and facilitates the responses to DA Goldenrods  ;Transports court filings for routine crime and traffic reports, citations, as well as In Custody's  and fulfills court officer duties throughout the SMCO court system;Drafts routine and statistical reports for submission to the Police Chief's Office, Town, State, Federal and other agencies;Prepares information, reports and other documents for release to the public and other agencies;Audits vehicle and expense records; Assists with departmental purchasing activities.MINIMUM QUALIFICATIONS:Candidates for the position should possess the equivalent of a high school diploma (completion of college level coursework and P.O.S.T. Records Clerk classes is highly desirable), and three (3) years increasingly responsible work experience in the handling of police records.Knowledge of records and evidence management principles and procedures; court filings; and subpoena accountability and returns.Ability to read and interpret laws and policies; understand and carry out oral and written instructions; and establish and maintain working relationships with coworkers, members of other agencies and the public.Skills to operate word processing, spreadsheet and database programs; to make arithmetic computations.The following benefits are available to eligible non-sworn members in the Police Department:2% @ 60 retirement formula for PERS Classic members2% @ 62 retirement formula for PERS New membersThe Town contributes 2-4% of base pay per month towards a Retirement Health Savings AccountA choice of medical plans are available through PERS.
