Salary: $63,211.41 - $90,183.39 Annually Location : Grand Island, NE Job Type: Full Time Job Number: 0531-0924 Department: Parks and Recreation Opening Date: 09/05/2024 Closing Date: Continuous Description Manage, coordinate and evaluate youth and adult recreation programs, leagues, aquatic facilities, and special events for persons of all ages in the community. Coordinate recreational activities with other divisions and provide complex staff assistance to the Recreation Superintendent. Depending upon assignment, work varies, requiring interpretive judgment within prescribed standards and procedures. Essential Functions Display honest, trustworthy, and ethical behavior when dealing with internal and external customers. Establish and maintain cooperative working relationships with those contacted in the course of work. Regular attendance that is punctual and dependable is required. Establish work schedules including first aid, rotations, for 65+ lifeguards, 15+ water safety instructors, staff training, limited pool maintenance and water chemistry; working with employees to correct deficiencies. Ensure that all rules and regulations are properly enforced. Ensure that all accidents are properly taken care of and reported. Coordinate the American Red Cross Swim Lesson Program at Island Oasis Water Park and Lincoln Pool. Assist in the teaching of instructional swimming lessons and other programs related to the aquatic field. Prepare long term and short term lesson plans; assist in the completion test sheets, record cards and certificates. Follow the standards set down by the City of Grand Island, American Red Cross and other governing aquatic agencies. Develop, plan, organize, supervise and schedule activities in association with the City facilities and outdoor summer youth programs. Supervise facility daily operations as it relates to athletic leagues and events for youth and adults. Recruit, hire, train, motivate, supervise and evaluate numerous seasonal recreation employees that include instructors, children's program leaders, coaches and officials; provide or coordinate staff training. Work with employees to correct deficiencies; implement disciplinary procedures. Explain and enforce department policies; conduct public relation programs to encourage community involvement; serve as liaison with participant groups and organizations; work nights and weekends on a regular basis. Obtain program sponsorships; coordinate maintenance and upkeep of equipment and facilities. Assist Recreation Superintendent in budget preparation and review program expenditures and revenues; promote safety in all aspects of the job. Effectively and efficiently plan, organize, schedule and coordinate recreation programs and supervise and conduct program activities. Assist with the coordination for the registration of participants for recreational activities. Maintain records and develop reports concerning new or ongoing programs and program effectiveness. Attend weekly staff meetings. Compile data for special events and projects; collect and assemble data and background materials for a variety of reports. Purchase items needed for recreation programs, activities, or facilities. Perform related duties as assigned. In addition to the above Essential Functions, when assigned to Fieldhouse Division: Perform hands-on teaching functions; develop lesson plans; research and develop new youth and adult athletic programs; coordinate non-athletic programs such as youth programs; attend and monitor activities as required. Qualifications Knowledge of: Significant knowledge and experience in pool management operations. American Red Cross Swim lesson programs. Rules and regulations of pool safety and pool management operations. Recreation and programs offered by the Parks and Recreation Department. Program development, marketing, implementation and evaluation. Rules and skill techniques of most sports, with an emphasis on volleyball, basketball, soccer, football, baseball and softball. Expenditure control and budgeting. Principles and practices of lead supervision and training. Desktop publishing and word processing. Modern office procedures, methods and computer equipment. Pertinent Federal, State and local laws, codes and regulations. In addition to the above Qualifications, when assigned to Fieldhouse Division: Arts and crafts, tumbling, dance, playground games, sports, and other day camp activities. Ability to: Supervise and train assigned staff. Promote and maintain public interest in recreation programs. Organize and coordinate recreation programs and services. Respond to requests and inquiries from the general public. Communicate clearly and concisely, both orally and in writing. Interpret and apply Federal, State and local policies, procedures, laws and regulations. Supplemental Information Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: When assigned to Fieldhouse Division: Minimum one year experience, with an emphasis on program planning is preferred. When assigned to Aquatics Division: Minimum one year experience, with an emphasis on program planning and aquatics is preferred. Training: Bachelor's degree with major course work in recreation, physical education, leisure services or a closely related field or four (4) years of experience in a recreation supervisory position. License/Certification: When assigned to Fieldhouse Division: Employee must possess a valid driver's license and maintain insurability as determined by the City's insurance carrier. When assigned to Aquatics Division: Employee must possess a valid driver's license and maintain insurability as determined by the City's insurance carrier. Possession of, or ability to obtain and maintain, a National Certified Pool Operator Certificate or an Aquatic Facility Operator Certificate within six (6) months of hire date. Possession of, or ability to obtain and maintain, an American Red Cross Lifeguard Certificate within six (6) months of hire date. Possession of, or ability to obtain and maintain, and American Red Cross Lifeguard Instructor Certificate within six (6) months of hire date. Working Hours: Hours will vary depending on department needs but will include working days, evenings, weekends and holidays. Salary: Position will start at the entry level of the City's salary table. Consideration may be given if experience exceeds entry level qualifications. Other: Must submit a copy of your Bachelor's diploma or transcripts with your application. Candidates are subject to a background check. Rates Effective January 1, 2025 and aresubject to change. This is a general guide for the purpose of informing all new employees of benefits. Coverage for all benefits, with the exception of the retirement savings plan, is effective the first of the month following one full calendar month of full time employment. Payroll deduction will begin in the month prior to the effective date of coverage. The retirement savings plan is effective on the first day of employment. HEALTH INSURANCE: Blue Cross/Blue Shield coverage provided to the employee and dependents. There are two options: a Qualified High Deductible Plan with an HSA, or a Traditional PPO plan. If your spouse is eligible for coverage on their employer's group health plan, spousal coverage with the City is not available. The semi-monthly premiums for the High Deductible Plan: ($3300/$5800 deductible)

DENTAL INSURANCE: Delta Dental coverage provided to employee and dependents. The employee is responsible for a portion of the premium. $4.65 for Single, $8.78 for Emp. 2/4 or $14.09 for Family semi-monthly. VISION INSURANCE: EyeMed Vision coverage is available to employees and dependents. The employee is responsible for the full premium. Employee only - $7.09; Employee/Spouse - $13.88; Employee/Children - $14.61; Family - $21.48. All rates are monthly payroll deductions. LIFE INSURANCE: Securian/Ochs Life Insurance coverage provided for employee ($50,000), spouse ($10,000), and dependents ($5,000 each), with premiums paid by the City. Supplemental life insurance available for employee and dependents through payroll deduction. RETIREMENT PLAN: Mandatory Ameritas Retirement Plan - 6.5% of gross earnings matched by the City of Grand Island. Effective on date of employment. Four year vesting schedule. Voluntary after-tax contributions up to 10% - not matched by City. DEFERRED COMP: Five optional Deferred Compensation Plans which allow pre-tax contributions up to $23,000/yr. LONG-TERM DISABILITY: CIGNA - LTD provided for employee. Pays a portion (60%, maximum of $8500 per month) of employee's salary should he/she becomes disabled. CAFETERIA/125 PLAN: Optional participation by the employee. Can be used for medical expenses, non-employer sponsored premiums and/or dependent daycare. VEBA PLAN (HRA): MidAmerica. Post-employment plan to be used for post-employment medical expenses. Contributions made by the City. PAID VACATION: Vacation leave is earned and accrued in bi-weekly increments in the following manner: Ten work days in the first year; 15 days in the 5th year; 16 days in the 7th year; 17 days in the 9th year; 18 days in the 11th year; 19 days in the 13th year; 20 days in the 14th year; 22.5 days in the 20th year; 25 days in the 25th year. No vacation can be used during the introductory period. PAID HOLIDAYS: Nine Holidays, two Personal Holidays, one Convenience Day.
