Position Title:Regional Contract AdministratorSalary Range: Grade 9, exempt $71,047.09 - 99,465.92 per fiscal year commensurate with experience.Job Description Summary:This position is responsible for working with participating counties and countydesignated program/supervisor management groups to oversee Purchase of Service contracts and Housing Support agreements for the counties. This position also works closely with the Minnesota Department of Human Services to provide advisory support to Region 5 Counties in the management of Housing Support facilities and agreements. This position is also responsible for developing and maintaining agreements on behalf of Sourcewell's Community Health team.Job Description: Essential Duties and Responsibilities1. Manages and provides oversight of Regional Purchase of Service Contracts for participating counties in the five-county service area.
  • Develops regional contracts for contracted services as requested and necessary.
  • Monitors contracted services and payment rates.
  • Recommends policy and procedure changes regarding the method of service and degree of service provided.
  • Instructs and assists providers in contract preparation and understanding the terms of the contract.
  • Responds to inquiries from State and Federal auditors and agencies regarding contracts and oversight of contracted Vendors.
  • Provides assistance with contract compliance audits in collaboration with county staff and in accordance with state/federal guidelines.
  • Develops and monitors a system for programmatic and fiscal review of regional community services providers.
  • Alerts participating county directors or designated staff about potential problem areas with contract or noncompliance contractual concerns.
  • Communicates with County Attorney's on legal issues connected with potential or existing contracts.
  • Assists with contract budgets and program proposals and recommends changes, adjustments or offers alternate terms to the contract.
  • Conducts meetings and training sessions for current and potential service providers, relating to the application process, requirements, specific budget issues, and timelines for contracting with the regional participating counties.
  • Develops and writes Requests for Proposal (RFP) in collaboration with program managers.
  • Facilitates evaluation of proposals as requested.
  • Keeps current with Federal, State and local rules and regulations in order to aid contracting agencies and program managers in meeting contract compliance.
  • Travels regularly to county offices and contract service providers within Region 5.
2. Manages and provides oversight of Housing Support process for participating counties in the five-county service area.
  • Serves as the first point of contact for current and potential housing support providers in participating regional counties.
  • Consults with county supervisors and housing support providers to ensure the necessary documentation and applicable requirements are met for new and annual housing support agreements.
  • Keeps current with State and local rules and regulations in order to aid contracting agencies and program managers in meeting housing support compliance.
  • Administers and tracks housing support agreements and applicable requirements in participating counties on an annual basis.
  • Coordinates meetings between current and potential housing support providers and participating counties.
  • Provides assistance with contract compliance audits in collaboration with county staff and in accordance with state/federal guidelines.
  • Creates and monitors vendor performance improvement plans and notifies counties of such plans.
3. Facilitates and provides oversight of program and service contracts for the Community Health team.
  • Develops and maintains regional shared services contracts for contracted services between the counties and the Community Solutions Community Health team.
  • Develops and maintains Community Development contracts for contracted services between cities and the Community Solutions team.
  • Develops and maintains agreements for funds awarded to regional members through Community Solutions' funding and reimbursement programs.
  • Coordinate special projects related to the processing of contracts and agreements via technology platforms and work with internal teams.
4. Develops new draft procedures and methods as directed for operational processes.
  • Works with others to identify, modify, and sustain desired changes including process quality, reducing waste, cost reduction, and increasing process efficiency
  • Tracks departmental measures and metrics on CRM platform
  • Documents and maintains Standard Operating Procedures (SOPs) for department processes

Bachelor's degree in public administration, business administration, legal studies, or related field, and three(3) to five (5) years of experience in contract negotiation, monitoring, financial analysis and budgeting, contract drafting, legal document drafting, and contract complianceORb. A combination of Public/Business Administration, contract management, legal studies, or related postsecondary and/or professional education and demonstrated relevant work experience described in b, equivalent to a total of a minimum of three (3) years.2. General knowledge and interpretation of federal and state laws, rules and regulations pertaining to human service programs.3. General knowledge of human services delivery system and ability to effectively utilize such system4. Valid MN Driver's LicensePreferred Qualifications1. Juris Doctor Law Degree or Master's Degree in Business/Public Administration2.
