JOB SUMMARY:The Regional Property Manager (RPM) is an intermediary between senior management and on-site Community Managers and staff. As such, the RPM is responsible for oversight of the day-to-day operations of a portfolio of properties in a multi-state region. The RPM is responsible for evaluating staffing needs, hiring and terminating staff, and ensuring the property is performing up to company standards (including unit turns, routine maintenance, leasing, occupancy, etc.). In addition, the RPM will take a lead role in the development of budgets and ensuring properties operate within the set budgets.ESSENTIAL FUNCTIONS:
  • Oversee the day-to-day operations of a portfolio of properties in a multi-state region.
  • Provide weekly updates including; vacancy, budget variances, staffing needs, upcoming inspections and any other topics involving property specific issues.
  • Ensure Community Managers are utilizing OneSite in an efficient and thorough manner.
  • Train staff on the utilization of the Facilities capability of OneSite and ensure on-site staff is tracking all necessary information from the purchase of new appliances, carpet, tools, etc.
  • Develop a calendar of inspections at each property to include: REAC (as applicable), Management Reviews (as applicable), local jurisdiction inspections, LIHTC investor visits (as applicable), etc.
  • Visit each property no less than once a quarter during which the RPM will tour the property with Community Manager and maintenance staff. RPM will walk a percentage of units as well as all vacant units and common areas. RPM will review maintenance issues as well as capital needs, and review the previous quarter's budget with the Community Manager.
  • Provide recommendations regarding training for on-site staff as applicable.
  • Work closely with National Compliance Managers (NCM) to ensure compliance issues are addressed in a timely manner. RPM will allow NCM access to on-site staff on an as-needed basis.
  • Manage all calls from Community Managers or staff regarding after-hours emergencies, maintenance calls, and tenant complaints.
  • Provide owners with updates on these calls in an appropriate manner.
  • Work closely with National Maintenance and Safety Manager to develop and implement preventative maintenance plans at each property. RPM will work with on-site staff and ultimately responsible for ensuring the plan is executed.
  • Work with owners to develop a capital needs plan for each property.

RequirementsREQUIREMENTS
  • 75% travel required to visit all properties
  • Must be able to work assigned hours as scheduled
  • Must be able to work in a fast-paced environment
  • Must be able to maintain confidentiality
  • Must be able to complete tasks in a timely manner
  • Must be able to meet assigned deadlines
  • Familiarity with clerical practices, office procedures, and automated equipment
  • Required to learn all aspects of community manager duties
  • Travel to all sites required; valid driver's license and vehicle required
  • Ability to satisfactorily complete tasks with minimal supervision
  • Ability to perform assigned tasks with reasonable speed and accuracy
  • Must be a self-starter and self-motivated
  • A proven record of providing excellent internal and external customer service.
  • Excellent verbal and written communication skills
EDUCATION AND EXPERIENCE REQUIREMENTS:
  • Bachelor's degree from an accredited college or university
  • At least 5 years of Property Management experience in a district or regional managerial role
  • Must have working knowledge of affordable housing programs
PREFERRED QUALIFICATIONS:
  • At least 5 years of Property Management experience in regional managerial role
