Buncombe County is hiring a backup/relief position for our Safety, Preparedness, and Recovery Officer role. This is a short-term temporary position.- Short-term temporary assignments are limited to maximum of 12 month and 900 hours.
- These positions are not eligible for cost-of-living adjustments, longevity payments, or any other annual salary increase.
- Employees in these positions are also not eligible for severance pay upon separation, paid holidays, sick leave, or any other employee-specified benefit per Buncombe County's Benefits and Leave Policies.
Purpose of the position: The purpose of this position is to provide administration, oversight, and strategic direction to compliance, safety, recovery, and preparedness programs within Buncombe County in accordance with federal and state regulations to contribute to a healthy and safe environment for county employees and the community.
Minimum Education, Training and/or Experience (required at time of hire): Bachelor's Degree in Business Administration, Public Administration, Occupational Safety and Health, or a related field and six (6) years of experience in disaster preparedness, with emphasis on safety, and loss control; or an equivalent combination of education and experience.
Additional Training and Experience: Experience leading an organization's emergency operations program is preferred.
Essential Functions of the position: - Establish and maintain enterprise-wide objectives, plans, standards, procedures, and policies to ensure successful implementation and integration of all phases of preparedness and recovery compliance for the County; including but limited to determining project timelines; overseeing analysis, budget, communication, and integration.
- Develop, implement, and evaluate programs and procedures that enhance safety and recovery awareness and ensure compliance with state and county regulations, guidelines, and policies.
- Coordinate efforts across multiple County departments to ensure an effective, consistent, and holistic approach to managing safety/preparedness responsibilities and provide general oversight of the safety practices and program compliance of all County departments, facilities, and operations.
- Review and report all incident investigations; Ensure root causes are determined; Develop and share effective actions to prevent reoccurrence with all locations; Provide written reports of safety related issues/results to County leadership on a periodic basis or as requested.
- Serve as the primary liaison for National, State, and Local Public Health Preparedness & Response agencies.
- Lead professionals to develop and deploy excellence in this discipline for county's operations.
- Perform other related duties as assigned.
Knowledge, Skills, Abilities: - Ability to analyze and interpret policy and procedural guidelines, and to formulate, develop, and present recommendations to resolve problems and questions.
- Ability to exercise considerable tact, courtesy, firmness, and discretion in frequent contact with County officials at various levels of authority and influence.
- Knowledge of the principles, practices, procedures, and philosophies of safety management.
- Ability to oversee disaster preparedness, including recovery and continuity of operations.
- Knowledge of state and federal laws applicable to operations of local government.
- Knowledge of North Carolina law pertaining to the operations, authorities, responsibilities, and administration of County government.
