Job Description:The Senior Environmental Project Manager will oversee the assessment and remediation of contaminated sites, ensuring compliance with Pennsylvania's Land Recycling and Environmental Remediation Act (Act 2) and other state programs.This role involves reviewing and evaluating environmental site assessments, preparing remedial investigation and cleanup plans, managing site-specific soil and groundwater management, and liaising with regulatory agencies and stakeholders to ensure successful project completion and regulatory adherence. Onsite Requirements: This is an in office opportunity working 5 days a week near Monroeville, PA. Responsibilities:
- Review Phase I ESA (Environmental Site Assessment) reports, aerial photographs, and other site-related information necessary to develop initial conceptual site models, and sampling and analysis plans for Phase II ESAs.
- Evaluate the results of Phase II ESAs and other investigation activities to refine conceptual site models. Develop a strategy to obtain relief from liability for identified soil and groundwater contamination under Pennsylvania's Land Recycling and Environmental Remediation Act (Act 2) or other state voluntary cleanup programs.
- Prepare and submit notices of intent to remediate to the Pennsylvania Department of Environmental Protection (PADEP), including public and municipal notifications.
- Meet with and maintain communications with the PADEP regarding planned and completed activities.
- Prepare Act 2 Remedial Investigation Reports, including evaluating sample analytical results necessary to identify constituents of interest, completing fate and transport analyses including modeling where necessary and completing exposure pathway evaluations.
- Prepare Act 2 Cleanup Plans to identify remedial actions necessary to eliminate potential current and future exposure pathways, including impacted soil capping, vapor mitigation, activity and use limitations.
- Develop site-specific soil and groundwater management plans, cap inspection and maintenance plans, and operation and maintenance plans.
- Prepare Act 2 Final Reports.
- Develop site-specific environmental covenants, including activity and use limitations necessary to maintain the selected Act 2 standards.
- Lead and manage environmental consulting projects from inception to completion, ensure compliance with regulatory requirements.
- Collaborate with multidisciplinary teams, including geologists, hydrogeologists, and environmental scientists, to achieve project objectives.
- Communicate effectively with clients, regulatory agencies, and stakeholders to ensure project goals are met and expectations are exceeded.
Qualifications:
- Bachelor's degree in Environmental Engineering, Civil Engineering, Geology, or related field. Professional accreditation preferred.
- 10+ years of experience in environmental consulting, with a focus on site assessment and remediation.
- Expertise and understanding of Pennsylvania's Act 2 laws and regulations.
- Proven track record of successfully managing complex environmental projects within budget and schedule constraints.
- Strong analytical and problem-solving skills, with the ability to develop innovative solutions to environmental challenges.
- Excellent written and verbal communication skills, with the ability to effectively communicate technical information to diverse audiences.
- Experience working with regulatory agencies, such as the Pennsylvania Department of Environmental Protection (PA DEP).
- Proficiency in environmental modeling software and GIS tools.
- Ability to work independently and as part of a team in a fast-paced environment.
