Atalco Gramercy Operations is the leading producer of Alumina in the United States. Our Gramercy refinery produces 1.2 million tons a year of smelter grade alumina (SGA) for the production of aluminum as well as chemical grade alumina (CGA) which is used in a wide array of industrial applications.
We are currently seeking a Residual Storage and Projects Manager for our Gramercy, LA refinery.
Job Summary/Objective
Manages and executes the refinery residue management plan including Bauxite Filter Press Operation, Residue Management and compliance with all environmental and safety regulations and business objectives.
Essential Functions
- Leads and directs the plant's overall strategy for residue management.
- Ensures compliance with specific regulations and mandated impoundment standards for planning, design, construction, operations, maintenance and closure.
- Develops and manages long-term strategic plans to include matching capital expenditure plans for impoundment life cycle management, and technology deployment.
- Directs the review and assurance, including annual independent third-party reviews of our impoundment designs, inspections and audits of all impoundment areas. This includes regulatory certification of tailings levees.
- Develops and models Emergency Preparedness and Response plans for extreme consequence events like rainfall and earthquakes.
- Ensures proper monitoring, maintenance and operation of residue facilities and that filter presses are in good order and meet internal and external guidelines and regulations.
- Manage appropriate Factors of Safety (FOS) for all residue storage areas through continuous monitoring and resolution of any developing issues to ensure containment integrity, including periodic third-party inspections, validations and related testing and analysis.
- Responsible for the preservation and development of wet and dry bauxite residue airspace, maintaining sufficient and safe operating margin to cover significant and extended weather events and operational issues.
- Maintains and executes appropriate water management systems for the residue management facilities in accordance with all environmental regulations.
- Oversees and manages any outsourced operations in the bauxite residue areas, including the 3rd party operations and maintenance of the bauxite residue filter presses.
- Partners with Operations leadership to ensure targeted density from Washer #8 to the bauxite residue processing areas.
- Liaison with and coordination of all external resources that support the site's residue management program.
- Organizes, compiles, and implements a monthly and annual budget and plan, and forecasts manpower, material, and capital requirements, and reports regularly to the board on maintenance of air space and all other relevant metrics.
- Monitors and/or controls engineering, technical and maintenance programs, and initiates capital requests.
- Planning and management of all clearing, grubbing, construction drainage, installing feed lines, run-off control activities and all works normally associated with the project.
- Oversee surveying requirements for project control, planning and regulatory records.
- Compliance with MSHA and LDEQ Regulations and Training Requirements.
- Work with Operations for filling and decanting mud lakes and managing outfalls.
- Will also assume project management of other projects as assigned by the Engineering Manager.
Education/Training Requirements
This position requires a BS in Civil Engineering degree or equivalent of 10+ years of experience managing residue or tailings facilities. Should have knowledge and skill in the following areas:
- Technical knowledge and understanding of the process and all related equipment.
- Leadership and communication skills to properly guide and lead the process.
- Management skills in the areas of cost control, industrial relations, and safety.
- Engineering skills in the areas of equipment utilization and improvement.
- Mature judgment, tactfulness, and leadership are essential.
Work Environment
- Work will consist of outside responsibilities in the elements including rain, cold, heat, and at times dust. It will also be composed of work internally in an office environment.
Physical Demands
- May be required to walk and/or stand for prolonged periods of time.
- May have to bend, stoop, kneel, reach and climb.
- Must be able to lift up to 50 pounds at a time.
- Must be able to walk on rough terrain in all weather conditions at least up to a 250-foot elevation.
- Must be able to climb stairs and/or scaffolding.
