DAIL provides programs and services thatpromote the dignity, wellbeing, and independence of Kentuckians, including older adults, individuals withdisabilities, and their caregivers. The Resource Management Analyst III, as part of the Quality Assurance and Performance Improvement Team, willmanage information resources to support the department, serve as a liaison between business and programfunctions, and work closely with Executive Leadership. Responsibilities include, but are not limited to, the following:
- Serve as a liaison between the department, Office of Data Analytics (ODA), and Office of ApplicationTechnology Services (OATS) for the retrieval of system information and the tracking of data trends.
- Participate in data-related task forces or committees.
- Analyze alternatives for the collection, manipulation, storage, retrieval, and dissemination of information,and develop recommendations accordingly.
- Serve as a liaison between programmatic users and technology specialists to ensure IT processes are adequateand efficient for all users, with an understanding of accessibility standards and ADA compliance.
- Research and analyze data from departmental systems to identify areas needing improvement.
- Make recommendations to management regarding the need for training based on system audit outcomes.
- Review the division's manual processes to identify areas that can be transitioned to an electronic system.
- Make formal presentations to departmental executives and other agencies within the cabinet regardinginformation technology resources and updates.
- Develop or enhance a data glossary for the agency and collaborate with OATS and ODA to develop and maintaindata dictionaries.
- Perform other duties as assigned.
Skills and Expectations include, but are not limited to:
- Proficiency in managing, retrieving, and analyzing large datasets, ensuring accuracy and completeness ofdata.
- Strong understanding of database systems, management information systems (MIS), and how to apply thesesystems in a government or organizational context.
- Ability to effectively serve as a liaison between program users and IT staff, ensuring technology meetsprogram needs and resolving technical issues.
- Strong analytical skills to assess the efficiency of current systems and processes and recommendimprovements.
- Experience in coordinating projects across multiple departments or teams, managing timelines, and ensuringtasks are completed efficiently.
- Ability to handle a variety of tasks simultaneously, while adapting to shifting priorities.
- Strong interpersonal skills to work effectively with cross-functional teams, including data analysts, ITstaff, and departmental leadership.
- Proficiency in Excel and Power BI, with the ability to create and manage complex spreadsheets, perform dataanalysis, and generate visual reports.

EDUCATION:Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:Four years of systems analysis, business administration, or public administration experience.
Substitute EDUCATION for EXPERIENCE:Related technical or vocational training will substitute for the bachelor's degree requirement on a year-for-year basis. A master's degree in computer science, business or public administration will substitute for one year of the experience requirement.
Substitute EXPERIENCE for EDUCATION:Experience in computer programming, systems analysis, information services, research and statistics, business administration, or public administration will substitute for the bachelor's degree requirement on a year-for-year basis.
