About the job RESOURCE PLANNING LEAD Industry: Energy - UtilitiesJob Category: Finance / Accounting - Financial Analysis / Research/ReportingBasic PurposePerforms modeling and analysis, as well as research and analysis related to integrated resource plan filings throughout the region. Identifies new and useful trends in the industry related to resource planning. Utilizes strong writing skills to craft narrative, technical writing, and testimony to support energy supply plans and integrated resource plans for the utility. Coordinates with other stakeholders in the Company to ensure deliverables are completed on time to support Company filings.Essential Duties and ResponsibilitiesLeads efforts related to the creation of Energy Supply Plans and Integrated Resource Plans:
  • Leads and performs production cost modeling for energy supply plans and integrated resource plans
  • Leads and performs capital expense recovery modeling for integrated resource plans
  • Contributes supporting strategy and analytics for the resource plan such as supply scenarios, build vs. buy, and transmission analyses
  • Contributes to the selection and development of appropriate modeling assumptions used to construct medium- and long-term production cost models
  • Drafts explanatory and supporting narrative as well as visual aids for energy supply plans and integrated resource plans
  • Documents and tracks compliance requirements from regulatory orders and filing regulations
  • Communicates and presents topics to all levels of management
Researches and analyzes regulatory strategies in the Western United States:
  • Researches common practices, techniques, and new developments in resource planning and related topics
  • Identifies new emerging trends in other utility regulatory filings
  • Reviews public support and/or scrutiny related to filings and summarize public sentiment of new proposed strategies
  • Develops and presents appropriate suggestions based on research
Regulatory strategy and support activities:
  • Prepares and delivers written and oral testimony in regulatory proceedings
  • Helps support and prepare other regulatory witnesses
  • Respond to all assigned data requests
Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.Performs related duties as assigned.SKILLS AND CERTIFICATIONS [note: bold skills and certification are required]Bachelors degree6-10 years of experience in utility production cost modelingenergy supply fundamentals and regional market behaviorsTechnical, expository, and narrative writing skills.Time managementcommunicationdecision makingConflict resolutionpresentationhuman relationsorganization skillsIDEAL CANDIDATE
  • The ideal candidate has six years experience performing production cost modeling for an electric utility (ideally using PLEXOS) including evaluating results and troubleshooting concerns, making decisions regarding appropriate assumptions and strategy, and communicating with others regarding this work.
