RETIREMENT DEPUTY CHIEF INVESTMENT OFFICER

Class Title: RETIREMENT DEPUTY CHIEF INVESTMENT OFFICER

CLASSIFICATION PURPOSE AND DISTINGUISHING CHARACTERISTICS

To review, plan, and manage the investment activities of the San Diego County Employees Retirement Association (SDCERA); to make recommendations on the investment and allocation of retirement funds to the Chief Investment Officer; and to perform related work. This position reports to the Retirement Chief Investment Officer (CIO). Under general direction, the incumbent is responsible for reviewing and approving retirement fund investment-related activities for SDCERA and for making investment recommendations to the SDCERA Board of Retirement.

EXAMPLES OF DUTIES

Essential Functions:

  • Assists the CIO with day-to-day management of the investment portfolio.
  • Reviews investment acquisitions and sales, appraisals, cash flows, and expenses to ensure that the SDCERA Board of Retirement's investment objectives and policy are followed and implemented.
  • Reviews and approves expenditures for investment-related activities.
  • Prepares and provides status reports and information to the Board of Retirement on the investment program, portfolio performance, and investment management activities.
  • Coordinates strategic asset allocation studies.
  • Establishes investment reporting procedures and mechanisms.
  • Manages multiple outside investment advisors contracted by SDCERA to perform investment management services.
  • Monitors and rebalances the portfolio in accordance with the Board of Retirement Investment Policy Statement.
  • Ensures that the fund's asset allocation is within prescribed limits set forth by the Board of Retirement Investment Policy Statement.
  • Monitors capital markets and economic forecasts and provides information to the Board of Retirement on domestic and global economic trends and situations.
  • Makes recommendations on investment policy, practices, allocations, and instruments.
  • Establishes operational procedures on investment transactions with custodial banks, investment managers, and related parties.
  • Monitors and manages swap exposures, counter-party risk, and cash collateral.
  • Coordinates and participates in reviewing, selecting, and retaining investment managers.
  • Manages and coordinates quantitative research projects and builds and evaluates risk models.
  • Researches investment managers who specialize in a specific type of capital market.
  • Meets with vendors and representatives from financial institutions and reviews new investment products.
  • Negotiates contracts with outside investment managers and submits them to the Board of Retirement for consideration and approval.
  • Implements applicable investment portfolio reallocations, weighting, and distributions in accordance with the Board of Retirement's approved investment policy and objectives.
  • Directs and supervises staff in the Investments Division.

Knowledge of:

  • County Employees Retirement Law of 1937 and current regulations and statutes governing the County Employees Retirement System (CERS).
  • Current federal and state laws, rules, and regulations governing pension systems.
  • Principles and practices of portfolio management and investment, particularly as it relates to asset allocation.
  • Asset management and cash flow analysis for investment portfolio activities.
  • World economics, currencies and exchange rates, trade flows and capital markets.
  • Asset classes to include domestic and international equities, domestic and global fixed income, money market and financial derivative instruments, and alternative investments.

  • Manage the investment activities of the SDCERA trust fund.
  • Monitor capital markets and economic forecasts.
  • Formulate and make recommendations on investment policies, strategies, and allocations.
  • Implement investment strategies in accordance with the Board of Retirement's approved policies and objectives.
  • Prepare and present reports on portfolio performance and investment activities.
  • Research and analyze information to determine asset allocation options and strategies.
  • Manage, coordinate, and monitor the investment activities of multiple outside investment advisors.
  • Coordinate, screen, and make recommendations on selection of investment advisors.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain working relationships with the Retirement Board, investment advisors, elected officials, representatives of financial institutions, management, employees, employee representatives, and the public representing diverse cultures and backgrounds.
  • Interpret and explain complex investment tools and results.
  • Assess the customer's immediate needs and ensure customer's receipt of needed services through personal service or making appropriate referral.
  • Maintain mental capacity, which allows the capability of making sound decisions and demonstrating intellectual capacities.
  • Exercise appropriate judgment in answering questions and releasing information; analyze and project consequences of decisions and/or recommendations.

EDUCATION AND/OR EXPERIENCE

  • A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in finance, accounting, economics, mathematics, or related field, AND three (3) years of financial markets experience; OR
  • Five (5) years of professional-level investment management experience managing a multi-million dollar investment portfolio.

REQUIRED LICENSES, CERTIFICATIONS OR REGISTRATIONS

License: A valid California Class C driver's license, which must be maintained throughout employment in this class, is required at time of appointment, or the ability to arrange necessary and timely transportation for field travel. Employees in this class may be required to use their own vehicle.

Certification/Registration: None Required.

SPECIAL NOTES

Working Conditions: Office environment; exposure to computer screens. Frequent out of County travel is required to attend conferences related to public sector pension plans/investment management and meetings with external advisors/money managers.
