MINIMUM REQUIRED QUALIFICATIONS:

High School Diploma or GED Certificate.

Vocational/Specialized Training in Rights of Way.

2-3 years experience in obtaining Navajo Nation Rights of Way.

Navajo speaking is desirable.

Valid Driver's License required (subject to motor vehicle record review).

JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:

Obtains right-of-way, archaeological, biological, and similar field clearances.

Assures that project preparation, field survey and permitting process, and customer contact is accomplished.

Consult with staff to establish goals for the department.

Maintains right-of-way records.

Represents NTUA at meetings with customers, consultants and contractors when dealing with projects not handles by district personnel.

Maintains contact and liaison with the public, Tribal, State, Federal and private organizations.

Interprets pertinent legislation, developments and trends affecting the right-of-way acquisition process.

Conducts or attends meetings to disseminate information and/or attain approval on utility projects.

Examines and provides guidance on mitigative measures involving significant impacts to environmental and/or cultural resources.

Responsible for and oversees contracts for professional service in areas of appraisal, archaeology, biology, and other environmental studies.

Develops, reviews and/or finalizes the Environmental Assessments, Impact Statements and Borrower's Environmental Reports per mandated Federal requirements.

Examines appraisal and negotiates an offer with land owners and/or users.

Performs other duties as assigned or requested.
