This job is considered safety-sensitive and is subject to a pre-employment background check and random drug screens. - Serves as the Owner's Representative on large Capital Improvement projects making project related decisions with consultants and contractors.
- Performs inspections of newly constructed subdivision infrastructure; performs onsite
- inspections for capital improvement projects. Reviews permits and plans for compliance with County and State codes.
- Reviews plans, maps, specifications, soils reports, materials testing laboratory reports, contracts and other documents to ensure conformance with federal, state, county and industry codes and regulations; notes changes required and follows up as necessary.
- Interprets, explains and enforces regulations, ordinances and policies to developers, contractors, representatives of other agencies and the public; confers with County staff regarding possible changes to plans and problem resolution.
- Inspects safety aspects, including barricades, of jobs in progress; works to assure that contractors comply with applicable safety rules and regulations.
- Checks plans, pay requests, submittals, and construction documents for accuracy.
- Participates in public meetings; meets with potential developers and the general public; answers inquiries and assists with permitting and construction processes.
- Manages the cross-connection control, FOG programs.
- Maintains logs of inspection performed; prepares periodic and special reports as required; estimates progress payments due on contracts for utility projects.
- Maintains and updates as needed the Utilities Department Standard Specifications.
- Serves as inspector-in-charge of a construction or repair project, including reviewing the work of consulting inspectors. May be required to issue stop work orders for safety related problems and may supervise a crew.
- May perform or oversee and evaluate routine field testing of construction materials.
- Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a team.

ESSENTIAL FUNCTION: Public Utilities Department Operations. Employee performs plan review, administrative, and other functions to support the efficient operation of the department.
- Provides information and assistance to the general public, commercial interests, and businesses.
- Completes documentation and reports and complies supporting documentation in order to document and explain facts and circumstances surrounding field related issues.
- Completes daily work reports; documents location and amounts of material used; tracks total costs associated with each job.
- Responds to emergency calls during hurricanes, inclement weather, or other emergency situations.
NON-ESSENTIAL FUNCTION:Performs other job-related duties as required or assigned. Minimum Qualifications Education and Experience:Two (2) years of college-level course work in pre-engineering, construction technology, or a related field; AND four (4) years of construction inspection experience; OR an equivalent combination of education, training and experience.PREFFERED AND REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
- Alabama Class C Driver's License. (Required)
