Applicants will be reviewed regularly. Area of Law: Prosecution (may be some civil work, time permitting). A legal externship will provide opportunity for exposure to criminal trial practice. The extern will work closely with the prosecutor's office staff and law enforcement, and is in regular contact with judges, the defense bar and the general public. The legal intern program is permitted under Rule 9-A limited license to practice in Washington State. Duties
  • Assists with drawing up legal documents, advising city officials as to legal rights, obligations, practices other phases of applicable state or local law.
  • Represents the city in bench and jury trials, arraignments, pre-trial hearings, sentencing hearings, appeals, forfeitures, and other court hearings.
  • Manages case information and analyzes pertinent case facts and evidence; gathers evidence in civil, criminal, and other cases to formulate defense or to initiate legal action; performs a variety of case preparation duties such as researching legal precedent, developing arguments, writing briefs, interviewing witnesses and clients, and negotiating; develops strategy, arguments and testimony in preparation for presentation of case, prepares and files legal briefs with the court, and litigates cases from filing through conviction and appeal. Provides discovery to defense counsel, including the public defender.
  • Provides legal advice and training to the Police Department concerning criminal investigation procedures, seizure of evidence, pretrial, trial, and post-trial matters; provides professional advice, litigation, and administrative support services to city officials, departments, intergovernmental entities, and other governing bodies as required.
  • Performs duties in accordance with appropriate safety standards as outlined in the Accident Prevention Plan or other position specific safety responsibilities.
QualificationsEducation and Experience:
  • Completion of second year of law school -- Washington State Rule 9 qualification and acceptance;
  • Must pass a criminal history background and reference check;
  • Must possess and maintain a valid Washington State driver's license.
Necessary Knowledge, Skills and Abilities:
  • Knowledge of Washington State criminal code; criminal law; domestic violence prosecution strategy, methodology, and implementation; Victim advocacy, safety planning, crisis intervention and domestic violence education and victim advocacy; Methods, principles, and practices of effective conflict resolution; Principles, practices, and procedures of civil and criminal law including court procedures and rules; Rules of Professional Conduct; Legal research methodology; Legality and preparation of various documents and instruments; Personal computers and computer programs, specifically Microsoft Office products.
  • Skill in: Organizing, analyzing, and evaluating case facts, evidence, and legal precedent; Case preparation and litigation techniques, including preparation and delivery of oral presentations and arguments; Correct usage of English grammar, spelling, punctuation, and vocabulary; Professional, high quality oral and written communications; Effectively using interpersonal skills in a tactful, patient, and courteous manner; Performance of legal research and investigation; Working independently with minimum supervision and make decisions with broad guidelines; Meeting schedules and timelines; Using research, investigation, and analytical methods, practices, and procedures.
  • Ability to: Analyze situations accurately and adopt an effective course of action; Analyze, organize, and evaluate case facts, evidence, and legal precedents; Read, interpret, apply, and explain codes, rules, regulations, policies, case law, and procedures; Establish and maintain cooperative and effective working relationships with others; Appear in court proceedings and professionally represent the City's interests; Communicate effectively and professionally, both orally and in writing; Effectively present information to top management, city council, and/or public groups; Travel to courtroom, city hall, etc.; Work evenings and/or flexible hours as needed; Prepare documents using Microsoft software; Evaluate policies and practices; define problem areas; develop and direct practices to improve operations; Demonstrate positive and effective interaction and communication with individuals of diverse occupational and social-economic backgrounds; Work effectively on several projects concurrently and meet deadlines; Manage significant stress related timelines, competing priorities, and frequently confrontational individuals/situations; Maintain confidentiality.

  • Medical: Choice of Kaiser Permanente 200 or Regence Health First 250 administered by the Association of Washington Cities Employee Benefit Trust. Employee pays 5% for themselves and 15% per month toward the premium for all enrolled on the plan OR there is also a provision to participate in the premium cost savings program if they elect to not add themselves and/or dependents to the plan. The City also offers a High Deductible Health Plan with a Health Savings Account and that plan does not currently require any employee contributions.

The core work week is forty (40) hours, Monday through Friday 8:30 a.m. to 5:00 p.m., although many departments have implemented alternative schedules for those employees wishing to work a flex schedule. Some positions require weekend, shift, holiday, and/or overtime.The City of Bonney Lake provides a regular progression of salary increases for specific job classifications. Most positions provide for step increases on the anniversary of the employee's hiring date. Some City positions require union membership and salaries of employees falling under a collective bargaining agreement are adjusted according to conditions of the agreement.
