Job Description This position will be responsible for planning and scheduling Environmental Management (EM) programs at Department of Energy (DOE) site. Prefer large capital asset project experience within DOE Environmental Management. Responsible for implementing management systems, perform analyses, and reporting on project/program performance; maintains a variety of databases, reports, records, schedules. Must have extensive knowledge and experience of earned value management system. Specific responsibilities include: Provides expert assistance to client to maintain the Federal Baseline, validate Site Operating Contractors' Baselines, and control and make revisions to these baselines. Responsible for handling resource planning, milestone coordination and schedule tasks. Provides expert analysis of monthly EVMS, milestone, and performance metrics data from Site Operating Contractors for reporting to local PFPDs and EM Headquarters systems. Determines schedule, estimates and work scope to execute and complete deliverables within budget. Maintains currency of project reporting systems both locally and at EM Headquarters. Responsible for schedule change management process to approve changes. Develops, maintains, and recommends improvements to project documents such as Project Execution Plans, Integrated Project Team Charters, Tailoring Strategies, and others as requested. Independently performs or leads teams for formal surveillances per DOE Order 413.3B and EIA-748 as planned for the contractor baselines. Primary support to client for any external reviews for Capital Asset Projects. This includes reviewing the federal baseline schedule and other support documents to ensure integration (e.g., Project Execution Plan, IPT Charter, Risk Management Plan). Primary support to client for any HQ IPR Reviews of Operations Activities. This includes reviewing the contractor's baseline schedule and other support documents to ensure integration (e.g., Project Management Plan, Project Execution Plan, Basis of Estimate and WBS Dictionary, Staffing Analysis, and Risk Management Plan). Models impacts to the life cycle cost and schedule baseline. Assists with development of the client Fiscal Year Work Plans and track performance for operating activities. Develops required documents and presentations to support Environmental Liabilities, OIG/GAO, and other external reviews. Provides direct assistance to clients within the context of project assignments and expertise. Serves as mentor and performs peer reviews of technical work products of employees at lower grades. Job Requirements Bachelor's Degree from an accredited university in Construction Management, Engineering or related discipline or ten or more years of relevant experience Five or more years of experience developing, managing, and maintaining large and complex project schedules, using Oracle Primavera P6 and/or Microsoft Project (Project Server Enterprise products) Knowledge of DOE Orders, Cost Guides and DOE Order 413.3B Experience updating and maintaining program and project schedules Experience in supporting schedule baselining processes, earned value calculation, analysis, and reporting Experience in maintaining project schedules to reflect actual and projected performance, perform schedule analysis to identify risks and performance issues
