Duties Description The Senior Accountant/Accountant Trainee - under the general direction of an Associate Accountant may perform professional accounting or auditing tasks requiring a knowledge of accounting principles and procedures in the development, examination, review, analysis or supervision of financial and accounting records including the preparation of related reports and statements. Within broad administrative policy limitations and following well established and accepted accounting and auditing methods and procedures, accountants design new or revise existing accounting systems. A Senior Accountant may perform both accounting and auditing activities or, depending on the nature of an agency program and the assignment, may specialize in one functional area. Senior Accountants functioning as auditors, will conduct or supervise on-site field audits of the accounts and operations of regulated corporations and others governed by State and local laws and regulations.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 12 or above and eligible for transfer under Section 70.1, 52.6, or 70.4 of the NYS Civil Service Law.

70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 12 or above AND possession of a bachelor's degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.

All transfer candidates must have 24 semester credit hours in accounting, auditing, or taxation courses.

Successful completion of a two-year traineeship leads to appointment as a Senior Accountant, SG-18.

NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NY HELPS NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Accountant Trainee 1* - A bachelor's degree in accounting, auditing, or taxation; or any bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.

Accountant Trainee 2 - A bachelor's degree in accounting, auditing, or taxation; or any bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

Substitution: A master's or higher degree in accounting, auditing, or taxation may substitute for one year of experience.

Sr. Accountant - A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

Substitution: A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.

Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

ADDITIONAL PAY INFORMATION:

This position is eligible for additional annual components of pay which are as follows:

Recruitment & Retention Pay: $7000

This position may be filled as a traineeship. The starting salaries for this traineeship are outlined below. For current New York State employees, salary is based on the candidate's salary at the time of hire.

$50,300 (Trainee 1)

$56,069 (Trainee 2)

$62,550 (Journey Level, SG-18)
