For appointment to the Accountant Trainee 1 you must have:

* A bachelor's or higher degree in accounting, auditing, or taxation OR a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses.

For appointment to the Accountant Trainee 2 you must have:

* A bachelor's or higher degree in accounting, auditing, or taxation with 24 semester credit hours in accounting, auditing, or taxation courses AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

OR

* A master's or higher degree in accounting, auditing, or taxation with 24 semester credit hours in accounting, auditing, or taxation courses.

For appointment to the Senior Accountant (SG-18) you must have:

* A bachelor's degree or higher is accounting, auditing, or taxation with 24 semester credit hours in accounting, auditing, or taxation courses AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis, and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

OR

* A master's or higher degree in accounting, auditing, or taxation with 24 semester credit hours in accounting, auditing, or taxation courses AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis, and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

OR

* A currently valid Certified Public Accountant license and registration issued by New York State.

* Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

Competitive Minimum Qualifications:

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 or 70.4 of the Civil Service Law.

For 70.1 or 70.4 transfer to a Senior Accountant, (SG-18), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-16 or above. SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

If approved for transfer appointment, you may also need to meet the special requirement(s) below:

* 24 credit hours in accounting, auditing, or taxation.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Minimum Qualifications Legislative Review and Implementation

* Review, analyze and interpret New York State (NYS) and Federal legislation, including annual NYS appropriation (budget) and Article VII (language) bills, updates to State Finance Law and other permanent laws of NYS, and relevant government and public industry regulations pertinent to assigned section within the Bureau of State Accounting Operations (BSAO).

Accounting Transaction Review, Approval and Analysis

* Review and approve budget and/or accounting transactions for appropriateness and accuracy. Consult Section Management, State Agencies and other Bureau Units when necessary.

* Monitor compliance with state budgetary and enabling legislation, Federal regulations, Accounting Advisories, Bureau policies and procedures and other statutory requirements.

* Contribute to accounting reconciliations, reporting, and flux analysis, adhoc reporting and assigned projects.

* Research accounting issues, identify non-compliance issues and formulate possible solutions to transaction discrepancies and business process inefficiencies.

* Review daily, monthly, annual and/or periodic reports for accuracy and completion.

* Under the guidance of supervisors and/or management, independently see projects through to completion and provide unsolicited status updates and performance measurements where appropriate.

* Correspond in a professional manner via email and in writing.

Accounting Policy Execution and Communication

* Contribute to the development and execution of policies and procedures related to the assigned section within BSAO.

* Understand and implement federal and state mandates enacted by the State Legislature and Federal Government.

* Assist in the development of operational advisories and other documentation for distribution to accounting managers and agency finance officers as they pertain to Section assignments.

* Develop an understanding of policies and procedures performed in the Bureau related to budgeting, fund accounting, revenue accounting, cash management, tax accounting, financial management, and reporting.

* Assist managers/team leaders in development and implementation of Section strategic plan initiatives.

* Recommend improvements to procedures and processes as business needs advance.

* Maintain liaison with Bureau sections, other OSC units and external customers (e.g. State and Federal agencies, the Division of Budget, other OSC Bureaus and Divisions) and give current and accurate advice on the Statewide Financial System, State Finance Law, OSC Policy & Procedures and the State Budgeting process.

Accounting and Other Systems Integration

* Apply desktop resources and training to promote personal and organizational efficiencies.

* Become proficient in use of desktop technology via progressive experience and available training.

* Become proficient in data query, analysis and interpretation using various tools available including the Statewide Financial System, FirstNY Datawarehouse, Analyze NY and current applications and data tools.

* Establish, maintain and develop a knowledge of SFS transactions, ledgers and accounting control records.

* Coordinate coding and accounting structure (such as fund, program code, account, projects, etc) with BSAO, SFS and agency staff where necessary.

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
