This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education. Required experience: professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls. Master's and higher-level degrees will substitute for one year of required experience. **Senior Administrative Analyst level requirements: Administrative Analyst Trainee 1, NS (equated to SG-14): bachelor or higher degree. Administrative Analyst Trainee 2, NS (equated to SG-16): bachelor or higher degree and one year of required experience. Senior Administrative Analyst, SG-18: bachelor or higher degree and two years of required experience. Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent competitive service in a title eligible for transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law. Duties Description This position is in the Bureau of Gender-Based Violence Prevention and Programming of the New York State Office for the Prevention of Domestic Violence (OPDV) and is supervised by the Deputy Executive Director of OPDV's Bureau of Prevention and Programming. The incumbent will provide in-depth research and policy expertise to units within the Bureau as well as act as the data clearinghouse for the entire agency. The Analyst will work with Enough is Enough program, the Victim Services & Advocacy Project, and other agency programmatic areas, to analyze reporting data and to assist in researching best practices for broader agency initiatives.Duties include but are not limited to: Oversee the agency data portfolio including collection and analysis of periodic data points from external stakeholders and fellow state agencies whose missions interact with any issue pertaining to gender-based violence. Standardize, compile, and oversee programmatic reports from agency grantees, particularly Enough is Enough programs and NYS Domestic and Sexual Violence Hotline. Research and analyze national policy and programmatic initiatives relative to gender-based violence with the objective of transforming the NYS gender-based violence response system to be more modernized, meeting the standards of OPDV's three pillars of survivor-centered, trauma-informed, and culturally responsive services. Oversee internal organizational activities including creation of system to organize data and streamline communication and support to agency strategic planning, staff development, and other operational objectives. Provide technical assistance to program managers in implementing new or revised administrative processes. Review, design, and establish controls for organizational forms. Handle special projects and assignments, as needed. Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
