Description:Position Summary: The Division of Early Childhood Education (DECE) supports the operational and programmatic functions of early childhood education programs for NYC children in public elementary schools, Pre-K Centers, and New York City Public Schools (NYCPS) contracted settings included in New York City Early Education Centers (NYCEECs) and through Family Child Care (FCC) programs. DECE provides families with access to high-quality early childhood options, for children birth to five, in rich diverse settings, supporting children's growth and development. Working together with families and programs, DECE ensures that children are engaged, nurtured and supported.The Senior Advisor, Strategic Operations supports the Deputy Chancellor for the Division Early Childhood Education in supervising, coordinating and communicating the implementation of all strategic initiatives at NYCPS. The Senior Advisor will develop policies, practices and procedures in support of the mission of NYCPS and serve in a central coordinating role, inclusive of project management, policy development and analysis, strategic planning, and communication efforts. As assigned and in a limited manner, the Senior Advisor will also act as a Senior Advisor to the Chief Operating Officer, providing strategic support on high-priority and cross-functional special projects to the Division of Operations and Finance. Performs related work.Reports to: Deputy Chancellor, Early Childhood Education Direct Reports: N/A Key Relationships: Works Deputy Chancellor of Early Childhood Education, Early Childhood Chief Executives, and the DECE senior leadership team, members of the Chancellor's Office and Cabinet, Office of the Chief Operating Officer, the Press Office; and internal and external shareholders and institutions. Responsibilities
  • Provides policy guidance to the Deputy Chancellor and divisional leadership on the impact of City, State, and Federal legislative and regulatory agendas related to the early childhood workforce, educational programs, and funding sources.
  • Represents the DECE at meetings with program staff and community constituents to share information and solicit feedback on system-wide initiatives.
  • Spearheads critical strategic initiatives assigned by the Deputy Chancellor of the Division of Early Childhood Education.
  • Manages special functions and activities.
  • Develops strategies and provides management reporting to ensure that the initiatives and programs meet or exceed targets and resources are effectively utilized.
  • Oversees key initiatives including but not limited to strategic program policy support implementation, development of policy, implementation oversight, consultation of external stakeholders, and development of communications.
  • Leverages knowledge of cross-functional activities and work streams to drive organizational efficiency across departments within the NYCPS and other city agencies.
  • Collaborates with the Deputy Chancellor for the Division of Early Childhood Education to outline action plans for all early childhood education initiatives.
  • Provides strategic support and manages high-priority cross-functional special projects for the NYCPS Chief Operating Officer, as assigned.
  • Supports with press inquiries and other inquiries from City Hall and elected officials.
  • Represents the NYCPS with external and internal constituency groups, including the community, as well as governmental and private organizations.
  • Works collaboratively across the organization to ensure consistent and effective application of best practices, developing key relationships to ensure the smooth flow of information and work processes.
  • Prepares briefing memos and relevant updates for the DECE Deputy Chancellor on all strategic initiatives, outstanding projects and activities, identified issues, possible contingencies and suggested remedies.
  • Strengthens department-wide data; collection, sharing and usage in activities evaluation.
Qualification Requirements: Minimum
  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in 1 above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in 1 above; or
  • Education and/or experience equivalent to “1”, or “21” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.

  • Superior analytical and project management skills for planning, designing, documenting, communicating and follow-up.
  • Ability to conduct systemic analysis and develop solutions to complex data analysis problems.
  • Strong strategic thinking, attention to detail, and the ability to proactively identify key issues and risks.
  • Independent thinker able to modify and adapt research concepts and approaches to specific projects.
  • Excellent and effective communications skills, including the ability to write well and make clear, concise verbal presentations and written reports.
  • Ability to build strong working relationships with constituents and represent the NYCPS externally.
  • Ability to lead organizational change in large, dynamic institutions and fast paced environments, and prioritize and drive results.
  • Leadership, teamwork and influencing skills, with experience in management of project teams at all levels in a cross-functional and diverse environment.
  • Effective customer service and problem-solving approach.
  • Knowledge of current technological developments/trends in area of expertise.
  • Motivated self-starter who thrives in and enjoys working in a team-oriented, high-pressure environment.
    • Experience or working knowledge of the public sector and/or demonstrated interest in public education.
    • Experience in a public reform or start-up environment.

Salary: $196,000 - $215,000

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
