ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
* Performs a variety of tasks including surveys, testing, inspection, and management of highwayprojects and to provide a safe, high quality, and efficient transportation system.
* Responsible for project management for minor construction projects including project documentation, pay estimates, quantities, and final contract documents.
* Observes monitors, and oversees highway and highway-related construction performed by contractors.
* Field tests materials, checks work against specifications and confers with contractors, engineers, and work crews.
* Directs field survey work, and operates all survey instruments/equipment.
* Ensures that materials sampling and testing are performed properly; audits material summaries for QA/QC purposes.
* Assists in the preparation of recommendations used to design construction projects.
* Checks preliminary plans for errors and problems.
* Trains subordinate personnel in proper procedures and methods of inspection, surveying, and documentation.
* Communicates both internally and externally regarding project information and courses of action.
Qualifications
PREFERENCES/AGENCY REQUIREMENTS:
Must have the ability to obtain the following certifications/licenses:
* Valid Driver's License
* QC/QA Certification in Soils & Aggregate, Asphalt and Concrete
* Asphalt Concrete, Soil & Aggregate
* WYDOTPortland Cement Concrete
* ACI Concrete Level 2
* American Association of State Highway and Transportation Officials (AASHTO) Certification
KNOWLEDGE:
* Knowledge of WYDOT policies and procedures, and engineering principles related to highway design and construction.
* Knowledge of Standard Plans and the application of them on a site-specific basis.
* Knowledge of Geopak and Microstation.
* Skill ininterpersonal relations
* Skill in oral and written communication
* Skills in criticalthinking, complex problem-solving, judgment, and decision-making
* Skills in surveying, materials testing, documentation, and computer operation
* Ability to interpret plans, specifications, and other project documentation and ensure contractors adhere to these documents throughout a project
* Ability to determine personnel requirements to administer a project
* Ability to know when to seek assistance with a problem from a higher authority
MINIMUM QUALIFICATIONS:
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Construction and Field Surveying) with acquired knowledge at the level of a Construction and Field Survey Specialist

Bachelor's Degree
Experience:
0-2 years of progressive work experience (typically in Construction and Field Surveying) with acquired knowledge at the level of a Construction and Field Survey Specialist
Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
* Ability to work in all weather conditions and terrains.
* Ability to sit/stand and operate equipment for long periods of time.
* Work outdoors for extended periods of time in adverse environmental conditions.
* Work around heavy machinery and/or high-speed traffic.

* One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
* Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
* Employees would only be eligible for one (1) hiring bonus in a 12-month period.
* If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
