The Senior Consultant serves as a Staff Action Officer and advisor to the United States Army Reserve (USAR) Deployment Health Assessment Program (DHAP) Program Manager at Army G9. This position provides assistance and technical support via research and analysis and presents program-related data that affects the program as well as provides suitable recommendations.This position will also assist with training and technical support to the USAR DHAP Support Team. The Senior Consultant shall provide coordination and completion of DOD, DHA, DA-level, and Army Reserve staff actions related to the program as well as synchronize correlating health assessments to include but not limited to the Mental Health and Periodic Health Assessments (MHA & PHA).The Senior Consultant shall assist in planning and facilitating working groups identified to work emerging program-related issues, events, and policies which impact the Army Reserves by recommending modifications to policies, directives, clinical and training guidelines.The Senior Consultant shall provide administrative assistance and support for health assessment optimization and policy integration by coordinating and scheduling program screening events for use in tracking completion and referral rates in monthly briefings to Senior Leaders and assisting Soldiers in obtaining access to care in support of readiness issues.Responsibilities and Duties:
- Provide data metrics, assist in preparing draft briefings, information papers, executive summaries, executive correspondence, white papers, and other written products.
- Coordinate with internal & external agencies such as the Army Deputy Chief of Staff, G-9, program management team, Medical Command (MEDCOM), Medical Readiness Commands, Health Commands, Defense Health Agency (DHA), other United States Army Reserve (USAR) organizations, United States Army National Guard, Department of the Army Civilians (DAC), Veterans Health Administration (VHA), Military Treatment Facilities (MTFs), Armed Forces Health Surveillance Center (AFHSC), Department of Defense Manpower Data Center (DMDC), The Army Casualty and Mortuary Affairs Operation Center (CMAOC), and U.S. Army Human Resources Command (HRC).
- Research, prepare, and provide recommendations to queries from internal interest groups such as Medical Readiness Commands, coordinators, and points of contact as well as field inquiries from Commanders, Unit Representatives, and Soldiers; as well as external groups to include but not limited to Congress, the White House, and/or the media for senior leaders within DOD, DHA, DA, and/or USAR.
- Provide recommendations and draft documents for Program Managers regarding emerging USAR program related issues.
- Provide direct liaison and coordination of activities between all USAR Components regarding support policies and procedures with the USARC Surgeon.
- Track and report program performance metrics regarding Reserve Component completion and compliance rates.
- Assist in planning, hosting and executing, the Annual USAR DHAP Coordinators Training/Conference. Prepare training courses, schedules and agenda, schedule trainers, subject matter experts, and coordinate facilities and lodging.
- Provide administrative support with planning and facilitating working groups identified to work emerging program related issues and policies that affect the USAR.
- Identify and provide the Program Manager with recommendations to modify USAR policy directives appropriate for revision to institutionalize requirements, integrate and synchronize with other health assessments.
- Assist in developing, drafting, and/or revising information for Operation and Executive Orders.
- Review and, if needed, disseminate USAR DHAP policy updates and information papers.
- Maintain the USAR DHAP website (pages and content) to ensure it accurately reflects current DHAP policies and requirements regarding the Pre-DHA, PDHA, and PDHRA. Communicate and promote AR DHAP events or training.
- Develop new metric slides to illustrate Army Reserve DHAP completion and compliance rates.
- Participate in DHAP Program working groups and provide USAR DHAP program perspective and insight. Support the development of new or improved processes/solutions for the DHAP program overall.
- Serve as the liaison between DA G9 DHAP Program Manager and USAR DHAP team in communicating and disseminating information.
- Support the DHAP Program and USAR DHAP Program Management team by providing oversight and guidance to Geographic and Functional Commands (GFCs) executing DHAP requirements across the USAR.
- Serve as one of the USAR DHAP Program Management team Point of Contacts for the Army Reserve Commands and respond to USAR DHAP field inquiries from Command DHAP POCs, Soldiers, Commanders, Unit Surgeons, etc. Provide updated DHAP team roster to the Commands as needed.
- Support the USAR Program Manager in conducting Staff Assistance Site Visits and Quality Assurance Visits to the Army Reserve Commands. Meet with Command DHAP POCs to communicate current completion and compliance rates, to provide guidance in getting their incomplete PDHRAs completed, and to discuss a way ahead in improving their completion and compliance rates.
- Support the USAR Program Manager in providing DHAP information at USAR Yellow Ribbon Events to deploy and re-deploying service members to convey the importance of completing their PDHA and PDHRA.
- Monitor and compile PDHRA data from MEDPROS/CSMM using PDHRA reporting portal to capture USAR PDHRA compliance and completion performance.
- Provide recommended changes to the DHAP communications products specific to the Army Reserve. Support the Deputy Program Manager, where needed, in putting together the Quarterly DHAP Meetings.
- Work closely with the USAR DHAP Program Analyst.
Education:
- Bachelor's degree - preferably in Business or Health Administration
Qualifications and Skills:
- At a minimum of five years' experience of performing a wide variety of complex technical activities in support of Soldier deployment and readiness, contract transition service activities; developing operational concepts, plans, and instructions; identifying alternative courses of action and makes recommendations; and serving as an assistant to senior consulting specialists, technical directors, project managers, the program manager, and program manager alternate.
- Must understand all phases of deployment.
