Within the context of this vision, the Office of Student Pathways (Pathways) under the Chief of Student Pathways focuses on the alignment of the school curriculum, instruction and operations to ensure that all students graduate with real-world skills and experience, a head start on life after high school and a strong plan to put them on a path to a rewarding career and long-term economic security. Pathways provides leadership and implementation support for the DOE Student Pathways to Economic Security Initiative.

The Senior Director of Employer Engagement is charged with developing and overseeing employer engagement systems, structures, strategies and initiatives that will undergird NYC Public Schools career connected learning approach across high schools and eventually across the K-12 system. The role will serve as a connector between the business community and employers across the city and schools to ensure career connected learning prepares students for strong careers and the future of work. The ideal candidate has proven experience building public-private constituencies, managing change in complex systems, team building and management and a demonstrated passion for local and youth talent development as a key ingredient towards building a more inclusive city.

The role will be vital in developing tiered and meaningful employer engagement structures to support a growing portfolio of career connected learning programs across the city. The role will ensure employer voice informs overall growth strategy while programming, curriculum, credentialing, work-based learning experiences are preparing students for careers in high-growth and high wage sectors. The Senior Director for Employer Engagement will oversee the arch of employer engagement- from business development to execution. The role will manage an employer engagement team charged with recruiting and managing high-profile employer partners and sourcing real time feedback on curriculum and skill development. The role will effectively coordinate resources, elevate best practices and maximize employer investment internally within NYC Public Schools and across other city agencies. The position will effectively manage relationships between schools, employer engagement structures and contracted industry sector-based intermediaries, governmental agencies and other community-based workforce related institutions. The role will help develop a strong internal employer engagement team within the career connected learning vertical that executes on goals and develops coherence across other teams including work-based learning, career and technical education and two Student Pathway pilots: FutureReady NYC and Career Readiness and Modern Youth Apprenticeships. Performs related work.

Reports to: Deputy Executive Director, Career Connected Learning

Direct Reports: Director of Industry Engagement and Industry Engagement Managers

Key Relationships: Will work closely with OSP leadership and related offices within NYC Public Schools, including the Superintendents, Legal Office, DIIT, Division of School Facilities, other relevant central DOE Offices; other City Agencies, including the Department of Youth and Community Development and Department of Small Business Services; The Mayor s Office of Talent and Workforce Development, the Chair and Committee Chairs of the Advisory Council and the Chairs of the Industry Commissions.

RESPONSIBILITIES

  • Work with the OPS leadership to set a strategy for career-connected learning that is data-driven, industry-informed and aligned with the Chancellor's vision to ensure all students graduate with a plan and a pathway to a choice filed life and long-term economic security.
  • Serve as a senior leader and key advisor on the career-connected learning team along with the senior directors for pathway pilots, STEAM infrastructure, the deputy ED for career-connected learning, the deputy ED for Career and Technical Education.
  • Manage the Employer Engagement team in developing and implementing employer engagement structures and initiatives to ensure career-connected learning is aligned with labor market expectations.
  • Support, manage and lift up the employer engagement team and foster a collaborative and productive team culture across verticals within the Career Connected Learning team and the Office of Student Pathways.
  • Develop common definitions, functions, metrics and themes to clarify and unify the role and purpose of employer engagement in a youth talent development system.
  • Lead the research, coalition-building and administration needed to launch and support tiered employer engagement structures, starting with C-level engagement to sector-specific employer engagement structures. These would include but not limited to state and federally mandated advisory councils.
  • Design employer engagement frameworks, proposals and programs with standard terms, goals and deliverables.
  • Track, synthesize and articulate trends in industry-specific labor data and programmatic best practices from a diverse set of workforce development stakeholders.
  • Lead the team in sourcing and deploying labor market analysis to inform development and strengthening of programming for Career and Technical Education programs, FutureReadyNYC pilot and the overall career connected learning portfolio of schools.
  • Support the Deputy Executive Director CTE with industry review of CTE programs as part of New York State Education CTE Program Approval Status.
  • Work collaboratively with the Senior Director of Grant Administration and Senior Director for Policy and Accountability on Perkins V requirements and priorities for CTE programs.
  • Support the Senior Director FutureReadyNYC with the expansion of portfolio aligned to high growth and high wage sectors and ensure FutureReady program sequences are aligned with credentials of value and are periodically reviewed by employer and higher ed for labor market relevance.
  • In collaboration with the Deputy ED Career Connected Learning and Senior Director, Work-Based Learning (WBL), serves as a point of contact for employer engagement team within contracted intermediaries. Sets and communicates performance measurement standards for employer engagement services delivered by the contracted intermediary in consultation with the Senior Director, WBL.
  • In collaboration with Deputy ED CTE and Directors, recruits employers to offer meaningful teacher upskilling opportunities including job shadowing and externships.
  • Prepare effective written materials, including memos and decks to be used in presentations, C-level external meetings and public speaking engagements.
  • Support the Deputy Executive Director and the Executive Director Career Connected Learning in developing and implementing tools and protocols for program evaluation, best practices research and continuous improvement across both program design and program implementation workstreams.
  • Provide strong internal and external messaging regarding the value proposition of employer engagement in making progress toward achieving the Chancellor s vision.

Qualification Requirements:

Minimum

  • A Baccalaureate degree from an accredited college or university in public administration, business administration, education administration, personnel administration, management or a related field and four years of satisfactory, responsible, full-time experience in any of the above areas or in another area of

specialization applicable to the position, at least 18 months of which must have been in an administrative, consultative, managerial or executive capacity; or

  • Education and/or experience equivalent to 1 above. However, all candidates must possess the 18 months of administrative, consultative, managerial or executive experience as described above.

Preferred

  • Minimum three (3) years management experience, utilizing state of the art project management principles, best practices, techniques and tools.
  • Leadership, teamwork and influencing skills with experience in managing project teams at all levels in a cross-functional, diverse, large-change environment.
  • Ability to develop, plan and implement short- and long-term goals, establish priorities, organize resources, analyze complex problems, interpret operational needs and develop integrated, creative solutions.
  • Ability to communicate effectively and confidently, both orally and in writing, especially on technical issues to educate audiences and all levels in the organization.
  • Ability to develop project budgets and projections throughout an implementation process/cycle.
  • Ability to work in a fast-paced environment, prioritize and drive results.
  • Ability to write well and make clear, concise oral presentations and written reports.
  • Bring patience, presence and kindness to systems change and team building.
  • Experience working in schools or with youth in after-school or extra-curricular program settings.
  • Fluency with technology as an instructional and organizational tool that drives efficiency.
