Description Position at MTA Headquarters JOB TITLE: Senior Director, Security Access ControlsSALARY RANGE: $140,000 - $150,000DEPT/DIV: Office of Security, MTA HQHAY POINTS: 954SUPERVISOR: Deputy Chief, Security Operations LOCATION: 2 Broadway, New York, NY 10004**This position is eligible for telework which is currently one day per week. New hires are eligible to apply for telework 30 days after their effective date of hire. SUMMARY:Responsible for providing strategic and organizational development and planning including administrative and programmatic direction, fiscal and personnel oversight, and oversight of research, development, planning and implementation for MTA's security access controls, Pass Office Program, and contractor background checks and reviews. Establishes program policies, development of long-range goals and objectives, oversight of divisional funds, and performance of other related work as required. Provides oversight for assigned functional areas, setting the goals and vision for the division, and providing leadership to these teams and external MTA agency departments. The position is charged with administering and enforcing security policies, procedures, and goals of the MTA Headquarters Office of Security.RESPONSIBILITIES:
- Leads staff overseeing agency security access controls for MTA assets, including property entry, access to high value and sensitive access areas, and other secure locations. Acts as primary point of contact and liaison to external agency constituents for access troubleshooting and approval for access.
- Manages, develops, and refines security access levels based upon defined criteria and agency needs. Directs and collaborates with agency partners to remain in compliance with established event thresholds and incident parameters for access to and from properties. Actively participates in managing database information for security access information.
- Leads and provides guidance for MTA's Pass Program staff in safeguarding MTA's personnel, commuters, property, and revenue by ensuing MTA passholders are properly credentialed, cards are programed with required electronic access.
- Oversees necessary security analyses by the team regarding access trends, process improvement recommendations, and security concerns for system improvements. Coordinates with federal, state, and local agencies to review and process requests for external agency access to and from MTA properties as well as external agencies for internal staff. Establish a metrics driven approach and develop KPIs and accountability mechanisms to monitor progress and evaluate effectiveness.
- Collaborates with MTA Information Technology (IT), Construction and Development (C&D), and the Security departments regarding system changes, proposed projects, and upgrades affecting access control points to ensure that proposed changes are planned and developed in accordance with security requirements.
- Provides strategic leadership in the development, review and implementation of agency wide security access control policies, procedures, and protocols to ensure an appropriate level of consistency and integration between the MTA agencies and establish safeguards for the safety and security of MTA personnel, properties, and revenue.
- Selects, develops, and motivates personnel within the department. Provides career development for subordinates. Provides prompt and effective coaching and counseling of staff within the span of control of the role. Responsible for discipline/termination of employees when necessary. Reviews performance of staff. Creates a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
- Manages the security operations response plans in coordination with emergency management staff in the event of a security breach, terrorist, or malicious attack, and/or similar security incidents. Coordinates staff notifications with frontline and other departments to help mitigate harm to MTA staff.
- Oversees projects involving contractors and monitoring their progress including:
- Observing the work performed by the contractors.
- Reviewing invoices and approving them if the work has contractual standards.
- Addressing performance issues with the contractor when possible; and
- Escalating issues to other parties as needed.

KNOWLEDGE, SKILLS, & ABILITIES:
- Must have experience with working with security operations and deployment of security resources.
- A working knowledge of police and security activities.
- Must have strong supervisory skills to effectively direct professional staff and technical employees in implementing the short- and long-term goals and direction for the area(s) of responsibility.
- Must have experience meeting report filing deadlines at an executive level.
- Must possess prior experience giving testimony or presentations before governmental entities or public safety and professional organizations.
- Demonstrated ability to analyze federal, state, and local law enforcement/ security interagency capabilities, investigative methodologies, and authorities.
- Excellent communication and interpersonal skills.
- Excellent organizational and presentation skills.
- Demonstrated ability to work with all internal levels within a given organization, including the MTA Executives.

- A current driver's license is required to operate company vehicles.
- The incumbent must pass an MTA security background investigation.
EDUCATION & EXPERIENCE:
- Bachelor's degree in Security, Homeland Security, Sociology, Project Management, or a related field from an accredited college or an equivalent combination of education and related experience may be considered in lieu of a degree; and
- Minimum of ten (10) years' professional experience in security and public safety and/or law enforcement planning and oversight of security management programs and personnel, preferably in a transportation environment
- Minimum of three (3) years of experience in a complex, multi-site critical infrastructure environment, preferably in the transportation sector or governmental body preferred.
- Minimum of four (4) years' leadership/supervisory experience.
PREFERRED:
- An advanced degree in a related field.
- A working knowledge of project management principles and experience in complex or technology project management.
- A working knowledge and understanding of the following are highly desirable: Federal, State, and NYC security and penal regulations and laws.
- Familiarity with the MTA's policies and procedures.
- Familiarity with the MTA's collective bargaining procedures.
