Within the context of this vision, the Office of Student Pathways (Pathways), under the Chief of Student Pathways focuses on the alignment of school curriculum, instruction, and operations to ensure that all students graduate with real world skills and experience, a head start on life after high school, and a strong plan to put them on a path to a rewarding career and long-term economic security. Pathways provides leadership and implementation support for the NYC Public Schools Student Pathways to Economic Security Initiative.

The Senior Director Work-Based Learning (WBL) will lead WBL capacity building and program implementation across CTE schools and schools with CTE programs. The role will play a vital role in seeking and strengthening partners for CTE programs and supporting CTE schools in developing and implementing work-based learning opportunities, a core requirement for high quality CTE and a Perkins V performance indicator. In collaboration with industry partners, government agencies, community-based institutions, and related programs, the role ensures all CTE students including special populations, receive meaningful supports from key strategic and graduate with a minimum of 54 hours of NY State Education recognized WBL experiences. The Senior Director WBL will set and implement capacity-building training on work-based learning (WBL) so that schools can strengthen WBL structures, systems, and sequences while effectively managing relationships between schools and contracted industry sector-based intermediaries, governmental agencies, and other community-based workforce related institutions.

These capacity-building efforts will strengthen CTE programs efforts to meet the demands of the future workforce, embed core academic and 21st century skills, and prepare all students for college and career achievement.

Through coordinated efforts with participating high schools, leadership within Pathways, other DOE teams such as the Division of Multilingual Learners, Division of Specialized Instruction and Student Support, intermediary organizations, and community-based workforce institutions and programs, the associate will ensure program fidelity, intermediary support, and overall program improvement. Performs related work.

Reports to: Deputy Executive Director, Career and Technical Education

Direct Reports: Director Intergovernmental Programs and Partnerships

Key Relationships: Will work closely with Pathways leadership and related offices within DOE, including the Superintendents, Legal Office, Division of Financial Operations, DIIT, Division of School Facilities, other relevant central DOE Offices; other City Agencies, including the Department of Youth and Community Development and Department of Small Business Services; the Mayor's Center for Youth Employment, the Chair and Committee Chairs of the CTE Advisory Council, and the Chairs of the Industry Commissions.

Responsibilities

  • Leading Programs, Capacity Building, and Teams:
    • Manages the CTE WBL team, including the Director of Intergovernmental Partnerships and Programs and the Career Programs Manager in developing and managing partnerships with various government agencies, intermediaries, unions, school staff, and students that support the education of CTE students in NYC.
    • Under the supervision of the Deputy Executive Director, CTE, strengthens and supports WBL programming at CTE schools so that schools can effectively partner with external partners, e.g., employers, government agencies, community-based organizations (CBOs), industry intermediary partners, etc., in the implementation of work-readiness programs for CTE students.
    • Leads the implementation of central WBL student facing programming including CTE industry scholars, Industry Scholars Summer Youth Employment Program and privately funded WBL pilots and programs.
    • Develops and leads an array of capacity building trainings, coaching sessions, professional learning communities in collaboration with the CTE and other DOE teams to ensure high quality WBL is implemented at the school level and is consistently tracked on the CTE tracking system by schools and intermediary partners.
    • Researches and monitors all NYSED and NYCDOE policies and procedures pertaining to the development and implementation of high quality WBL standards.
  • Leads development of innovative events and programming to broaden access to CTE for students and families and strengthen the pipeline into CTE high schools, including middle school career exploration, CTE high school fairs, and family and community engagement efforts.
  • Works collaboratively with the Senior Director Systems and Grant Administration on programmatic aspects of the annual Supplemental Internship Funding disbursed to all schools within Pathways CTE program.
  • With the Deputy Executive Director, CTE, develops and implements COVID related recovery efforts tied to college and career readiness.
  • Supporting Collaboration/Communication:
    • Serves as liaison between the central CTE Office and government partners, community-based workforce entities, postsecondary institutions, and other partners to foster and strengthen relationships between high-value industry partners and CTE schools and programs.
    • Collects and monitors data on CTE tracking system and other DOE systems to ensure students are graduating with 54 hours of NY State Education Department approved WBL experiences.
  • Sets and monitors performance targets for intermediary partners and ensures delivery high quality services from contracted intermediary partners.
  • Works closely with the Program Approval and Quality team to ensure WBL experiences and student employability profiles are aligned to NYSED requirements and support students towards graduating with a CTE endorsed diploma and/or CDOS credential.
  • Supports the mission and vision of the Executive Director of CTE and Pathways and carries out duties accordingly.
  • Develops excellent professional relationships throughout the DOE and the educational community.
  • Program Planning and Analysis
  • Creates and nurtures effective collaborations between City agencies, service provider organizations, and other stakeholders to increase career readiness, opportunity, and equity for CTE students.
  • Collects and analyzes data regarding CTE program benchmarks, e.g., progress toward NYSED program approval; shares information with relevant CTE team members.
  • Supports the Deputy Executive Director in the implementation of a strategic plan to increase coherence around policies and online systems of data-sharing, collection, and tracking.
  • Works with the Deputy Executive Director in determining budget for WBL programming, capacity building, student wages/stipends, and monitors spend down across various contracts and programs.
  • Program Oversight.
  • Supports the Director in developing and implementing tools and protocols for program evaluation, best practices research, and continuous improvement across both program design and program implementation workstreams.

Qualification Requirements

Minimum

  • A master's degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
  • A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
  • A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
  • Education and/or experience equivalent to “1”, “2”, or “3” above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in “1” above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.

Preferred

  • Minimum three (3) years management experience, utilizing state of the art project management principles, best practices, techniques, and tools.
  • Leadership, teamwork and influencing skills with experience in management project teams at all levels in a cross functional, diverse, large-change environment.
  • Ability to develop, plan, and implement short- and long-range goals, establish priorities, organize resources, analyze complex problems, interpret operational needs, and develop integrated, creative solutions.
  • Ability to communicate effectively and confidently, both orally and in writing, especially on technical issues to education audiences and all levels in the organization.
  • Ability to develop project budgets and projections throughout an implementation process/cycle.
  • Ability to work in a fast-paced environment, prioritize and drive results.
  • Ability to write well and make clear, concise oral presentations and written reports.
  • Experience working in schools or with youth in after-school or extra-curricular program settings.
  • Fluency with technology as an instructional and organizational tool that drives efficiency.

Salary: $141,000 – $165,000

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
