Overview:

Salas O'Brien is seeking a Senior Energy Manager to support the Air Force Civil Engineer Utility Privatization Team (CIUU). The Air Force Utilities Privatization program transforms base infrastructure by privatizing utility systems to improve resilience, reliability, and efficiency. This position will provide for the management, execution, and oversight of Utility privatization efforts at Air Force Installations in the Continental United States (CONUS).

The AFCEC CIUU Utility Privatization Program is a strategic initiative that allows the Air Force to transfer ownership and operation of utility systems on military installations to private or public entities. This program is authorized under 10 U.S.C. § 2688, which permits the Secretary of a Military Department to convey utility systems to municipal, private, regional, district, or cooperative utility companies or other entities.

Job Summary:

The Senior Energy Manager will assist AFCEC CIUU Utility Privatization program with project planning, analysis, contract management, reporting, lead facilitation across a set of stakeholders including Air Force Installations Defense Logistics Agency and privatized System Owners. Overseeing a suite of installations and privatized utility systems management systems related to the planning, analysis, implementation, and life-cycle portfolio management of post award privatized energy programs.

In this role, you will:

  • Specific experience with utility systems, water/wastewater systems, and related operational processes.
  • Knowledge of DD Form 1391 MILCON planning and DD Form 1354 real property transfer processes.
  • Support AFCEC/CI in evaluating energy choices, including technical and economic analyses of alternatives.
  • Review and provide input/recommendations for long-term portfolio management of projects.
  • Provide risk management services to minimize the impact of price uncertainties.
  • Assist in carrying out statutory programs, managing energy data collection and reporting systems, and preparing reports.
  • Estimate construction costs and develop lease, business, and capital repair plans, including five-year planning.
  • Assist with transitions between project initiation, implementation, and long-term management.
  • Develop and contribute to quarterly reports generated by the project team regarding executed and ongoing projects.
  • Perform technical reviews and develop reports based on various data points in key project documents.

  • Support and apply experience in DD Form 1391 MILCON planning and the DD Form 1354 process for transfer and acceptance of real property.
  • Leverage utility expertise, particularly in water and wastewater systems, to analyze and manage project requirements effectively

You will be a great fit if:

  • Bachelor's degree in relevant field of study
  • 5+ years of relevant experience
  • Experience managing large-scale energy projects, including project scoping, site selection, DoD acquisition processes, project approvals, and third-party financing.
  • Proven ability to independently coordinate and complete project activities with internal and external stakeholders, overcoming obstacles to meet deadlines.
  • Strong interpersonal skills to collaborate and lead diverse teams effectively.
  • Analytical skills to assess the viability of energy resilience projects as part of a multidisciplinary team.
  • Expertise in using computer systems utilized by AFCEC/CI and its customers.

Skills/abilities:

  • Prior DoD Uniform or Civil Service in a related field
  • Professional Engineer (PE)
  • Project Management Professional (PMP) Certification
  • Certified Energy Manager (CEM) Accreditation
