Anson County Senior Finance Technician Salary Grade: 64 ($39,436 - $68,402) Compensation commensurate with experience. General Description of DutiesReporting to the Assistant Finance Officer, this employee performs professional, administrative, and technical work in maintaining the fiscal records and systems of the County. The Senior Finance Technician is responsible for a variety of accounting tasks involving bank reconciliations, tax and other revenue collections, journal entries, assisting with year-end audit procedures, generating a variety of financial reports, and performing related fiscal duties. Work involves general ledger and payroll functions, accounts receivable, and preparation of reports. Work is performed in accordance with established County finance procedures, local ordinances, and North Carolina General Statutes and Governmental Accounting Standards Board (GASB) pronouncements governing the responsibilities of local government fiscal operations.ResponsibilitiesThis position will support accounting operations and activities including, but not limited to, payroll, general ledger, and accounts receivable applications. The Senior Finance Technician will assist in general ledger related areas by reconciling accounts, processing journal entries, monitoring and posting assigned revenues, providing financial data to departments, assisting departments with budget activities, and submitting required reports to various agencies. Prepares and processes bi-weekly payroll for the County; resolves discrepancies and makes adjustments as needed prior to payroll processing; prepares all bi-weekly and monthly payroll remittances including all electronic transmissions; balances all monthly insurance invoices; records and balances all payroll data as required for the annual County audit. Other duties include assisting with special projects, retirees ACH transactions, analyzing additional accounts, back-up accounts payable support and completing various periodic informational reports.RequirementsKnowledge, Skills, and AbilitiesEmployee must possess considerable knowledge of finance, accounting, payroll accounting, information technology, and advanced-level command of Microsoft Excel. Employee must possess working knowledge of the organization and functions of county government and the financial issues that impact them as well as knowledge of the County's administrative, accounting and purchasing policies and procedures. Employee must possess excellent communication, networking, and interpersonal skills and perform very accurate, detailed accounting of all applications as noted. The ability to compile, evaluate, and reconcile a variety of accounting records and reports; Ability to make arithmetic computations accurately and with reasonable speed.Ability to perform a variety of fiscal or accounting functions and to change priorities quickly and maintain accuracy level.Minimum Training and ExperienceEmployee must possess a minimum of an associate degree in accounting, finance, or closely related field. Three (3) years of relevant experience, preferably including governmental financial reporting and/or auditing experience.Preferred QualificationsBachelor's Degree in Accounting or related field and/or five years of experience in accounting or work in a finance setting.
