GENERAL DESCRIPTION:

The Senior Investigator will oversee and administer the Investigative Unit for the agency. Plans, coordinates, conducts, and directs short and long-term fire investigations and license violations statewide; assists the inspectors and fire investigators representing the Agency for Electrical and Fire Investigations.The Unit enforces State Statutes and regulations providing for electrical safety and arson investigations, and intra and inter-agency communication and coordination with other investigators.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

* Provides training for other investigators, inspectors, and local law enforcement.

* Initiates, develops, coordinates, and assists agency investigators and other intra and inter-agency enforcement personnel in conducting short and long-term, complex investigations requiring specialized expertise and equipment throughout the State

* Acts as liaison and advisor to local agencies in the enforcement of statute rules and regulations of the fire and electrical industries.

* Directs and coordinates all investigations carried out by the agency; assists, instructs, and counsels agency investigative and inspection personnel.

* Reviews, consults, and provides case direction for other investigators and inspectors.

* Prepares and documents criminal cases for prosecution including reporting, evidence collection, and preservation including testifying in court

* Provides on-site direction, evaluation, and counseling of investigators and inspectors.

* Maintains investigative and supervisory expertise.

* Assures compliance with policy and procedures.

* Prepares recommendations for short and long-term budgets.

* Proposes necessary changes and develops procedures as necessary.

* Identify and attend specialized training in areas of criminal and fire investigations to remain current in new and updated law enforcement techniques, laws, and court decisions for both fire and electrical enforcement.

* Attend specialized fire and electrical enforcement training courses related to laws, regulations, criminal procedures, interviews, interrogations, evidence collection, and code compliance.

Qualifications

PREFERENCES:

Preference will be given to those with a bachelor's degree in criminal justice, fire science, or other closely related field.

Preference will be given to those with experience in criminal investigations.

Preference will be given to those with certifications from The International Association of Arson Investigators.

Preference will be given to those with experience with fire investigations.

Preference will be given to those with six years of professional work experience in law enforcement or fire investigations and two years with lead worker/investigator responsibilities.

KNOWLEDGE:

* Knowledge of criminal code and other state/federal statutes applicable to fire investigation or electrical license enforcement.

* Knowledge of privacy, security, and other related regulations.

* Knowledge of methods, techniques, and practices of law enforcement.

* Knowledge of advanced law enforcement investigation techniques.

* Knowledge of state personnel rules.

* Knowledge of processes of state government including legislative and administrative processes and the guiding principles underlying these processes.

* Communication skills; interpersonal, verbal, and written.

* Organizational skills; time management, prioritization, and coordination.

* Knowledge of personnel administration, leadership, and supervision; knowledge of budgetary procedures; knowledge of human behavior.

* Advanced knowledge of law enforcement and prosecution procedures.

* Skill in the application of personnel performance evaluation.

* Knowledge and experience in fire investigations.

* Skills in determining fire origins and cause.

* Skill in decision-making and direction of subordinates' work activities.

* Excellent interpersonal skills in oral and written communications.

* Skill in work management; skill in data processing procedures.

* Advanced skills in evidence collection, interview and interrogation techniques, use of social media platforms, and state and federal criminal justice systems.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Criminal Justice)

Experience:

1-2 years of progressive work experience in(Criminal Justice)with acquired knowledge at the level of a Criminal Investigator

Certificates, Licenses, Registrations:

Valid Driver's License

POST Certification required

OR

Education & ExperienceSubstitution:

4-6 years of progressive work experience in(Criminal Justice)with acquired knowledge at the level of a Criminal Investigator

Certificates, Licenses, Registrations:

Valid Driver's License

POST Certification required

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

* Ability to execute Search Warrants; perform duties involving interviewing subjects and public safety.

* Ability to work weekends, holidays, early mornings, and late evenings sometimes in excess of 40-hours/week as necessary/directed.

* Availability to be On call

* Ability to work in all types of weather and terrain throughout the year.

* Ability to travel as needed.

* The position will require Wyoming POST certification.
