Job Description

The Mayor's Office of Risk Management and Compliance (MORMC), which was created by Mayor Eric Adams to assist City agencies in identifying and addressing operational, financial and compliance risks, in order to improve the effectiveness of City operations. MORMC works on Citywide projects and directly with individual City agencies to help them create and enhance risk management and compliance programs and develop tools that will enable them to flag programmatic and operational risks.

Under the overall direction of the Director and Deputy Director(s) of MORMC, the Senior Policy Analyst will work directly with City agencies on coordinated strategies to identify risks and opportunities to improve services through a coordinated structure that prevents fraud, waste, and abuse and fosters compliance with legal requirements and best practices.

The Mayor's Office of Risk Management and Compliance (MORMC) is recruiting for one (1) City Research Scientist, II to function as a Senior Policy Analyst, who will:

  • Lead and coordinate key projects (agency, inter-agency and otherwise) to identify and assess operational and financial risks, compliance mandates, and opportunities for improvement.
  • Develop and update confidential agency risk, compliance, and organizational profiles.
  • Assist agency management to develop practical and affordable measures to manage risk and increase overall city efficiency.
  • Quantitatively and qualitatively assess risks and opportunities attendant to policy related initiatives and make recommendations and/or presentations, briefings to City Hall, and senior Administration officials on multiple topics, possibly including sensitive information.
  • Originate and/or oversee the generation of confidential project-related documents including schedules, project plans, presentations, datasets, meeting agendas, minutes, status reports, etc.
  • Represent MORMC at meetings with senior management and other stakeholders.

Hours/Schedule: Monday-Friday, 9:00 a.m. to 5:00 p.m.

Work Location: 22 Reade Street

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have:

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to 1 or 2 above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.
  • NOTE: Appointments to this position are subject to a minimum probationary period of one year.

    Residency Requirement

    New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
