DESCRIPTION OF DUTIES AND ESSENTIAL FUNCTIONS

This position will lead and assist with ITS design and construction projects, Transportation Systems Management & Operations (TSMO), wireless communication as well as fiber optic network within the City of Houston. This will include but is not limited to support of plan reviews, overseeing field deployment, operation and maintenance of communication devices, enhanced detection, midblock volume counters, Bluetooth devices as well as dynamic message signs. Mentoring junior staff on ITS and Transportation projects. Disseminates, communicates, and responds to critical information in a timely manner. Processes and tracks consultants' and contractors' invoices. Assists with the response to inquiries from City and public. Provides assistant with special assignments and support as needed.

WORKING CONDITIONS

There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions. The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. Requires the ability to make simple gross motor responses within large tolerances.

This is a Department of Houston Public Works Emergency Management Position at the Tier 1 Level.EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, Computer Science or a closely related field.

EXPERIENCE REQUIREMENTS

Six (6) years of experience in Intelligent Transportation System design, construction, programming, operation, maintenance, field implementation or a closely related field are required.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS

None

Reference will be given to applicants possessing the following knowledge and experience: Experience with ITS system and design principles, standards, guidelines, processes, operation and policy. Up to date on latest ITS technologies/vendors. PS&E experience with fiber and wireless networks, CCTV, DMS, Bluetooth, and enhanced detection. Experience in operation, management and maintenance of all components of Advance Traffic Management System, ATMS.

.Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

However, the department may administer a skill assessment evaluation.

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
