- Bachelor's Degree in Engineering or Architecture or Construction Management
- In lieu of Bachelor Degree, graduation from a technical sch ool and a minimum of four (4) years of progressive experience in development and review of contract/technical standards or specifications, in addition to the minimum experience stated below, will be considered.
Minimum Experience
- Minimum six years of progressive consecutive experience developing, editing and reviewing contracts/project specifications
Minimum Certification/Licensure
- Valid Driver's License
- Roadway Worker Protection (RWP) Certification, level 1, within six (6) months of hire (maintained while holding the job)
Preferred Qualifications
- Professional Engineer (PE) License or Registered Architect (RA)
- Certified Construction Specifier (CCS)
- LEED AP
- Envision SP
- Advanced knowledge in the use of specification management software application(s)

Summary The Senior Specifications Engineer leads and provides technical direction and administration for assigned contract technical specifications. The incumbent effectively, coordinates complex work activities with internal and external stakeholders to meet WMATA program goals and objectives. Responsibilities include the preparation, analysis, maintenance of technical specifications related to engineering design criteria, construction materials and methods, and other contract requirements as assigned, such as bidding/proposing procedures and applicable regulations and requirements. The incumbent ensures the timely performance of preventative and corrective maintenance, evaluations, quality assurance, and development of assigned contract specifications. The incumbent maintains and leverages current knowledge on regulatory requirements, new equipment, methods, and innovative developments in the engineering, architecture and/or construction industry. Job Duties Principal Job Duties
- Provides technical direction for work performed by consultants engaged by WMATA to provide Contracts design services and Engineering, by planning, scheduling, controlling and monitoring the preparation of Technical Specifications.
- Advises Project, Task and Engineering Managers on proper methods to be utilized for generating and reviewing contract requirements for deliverables to be included in the contract scope of work.
- Formulates and recommends solutions to resolve any issues relating to design specification preparation.
- Conducts quality reviews of technical specifications, general requirements, special provisions, program criteria, work instructions, and amendments for compliance with established principles, to ensure proper coordination with contract requirements.
- Applies WMATA Manual of Design Criteria and Technical Specifications and Construction Specifications Institute (CSI) Format to analyze design specifications submittals.
- Guides the correction of contract technical specification deficiencies.
- Develops general requirements, special provisions and technical specification elements for design contracts.
- Advises manager concerning project status and specifications issues and provides recommendations on methods to increase preparation productivity and accuracy of such documents.
- Establishes and maintains effective working relationships with internal WMATA stakeholders and Consultants. Interfaces with external stakeholders as appropriate.
