The City of Bellevue Transportation Department is looking for an innovative, self-motivated, and team-oriented senior engineer or project manager to fill a Senior Transportation Project Manager position in the Design Division.   • Lead and manage the project delivery of transportation capital projects. This includes the responsibility for assembling project teams, developing project work plans, and managing the projects' scope, budget, and schedule.
  • Perform design work, and/or lead a design team, in the design of multimodal transportation projects. This includes preparing plans, specifications, costs estimates, and final construction contract bid documents.
  • Select consultants, negotiate consultant agreements, monitor consultant progress and expenditures, and provide project management and technical directions to consultants.
  • Oversee the work produced by consultants to ensure that consultant deliverables are of high quality, meet the objectives of the project, and conform to applicable standards and regulations. This includes the responsibility to manage consultant design reviews and quality audits.
  • Lead the project coordination between city project team members, other city departments, outside agencies, and other external stakeholders such as franchise utilities, private developers, etc.
  • Provide leadership in public outreach and community involvement efforts.
  • Facilitate the negotiation and acquisition of required property rights.
  • Facilitate the application and the execution of project grants.
  • Obtain the required city, state, and federal project permits, including state and federal environmental documentation and approvals, when applicable.
  • Be a leading member of the project construction team. This includes providing technical engineering support, facilitating communications with the Engineer of Record, and adjacent property and business owners; and managing the overall project budget during construction.
  • Perform design work, and/or lead a design team, in the design of multimodal transportation projects. This includes preparing plans, specifications, costs estimates, and final construction contract bid documents.
Supervision Received and Exercised
  • Works under the general supervision of the Engineering Manager and/or Engineering Supervisor.
  • No formal supervisory responsibilities, but may act as lead worker to engineering staff, consultant support staff or city inspectors.
Qualifications Education and Experience Requirements
  • Graduation from an accredited four-year college or university with a degree in civil engineering, or other related fields.
  • Five or more years of professional related experience in transportation engineering.
  • Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
  • Washington State Professional Civil Engineering license is required.
Knowledge, Skills, and Competency Requirements
  • Ability to provide collaborative and consultative style of leadership in managing the delivery of transportation capital projects.
  • Ability to develop innovative designs for complete streets, and other non-motorized facilities, utilizing the latest urban design and sustainability best practices, while maintaining the surrounding character.
  • Ability to communicate effectively both orally and in writing; to work with the public, and communicate with various groups with differences in age, language, culture, education level and technical knowledge.
  • Ability to make decisions independently, deal with ambiguity, and apply sound judgment under stressful situations.
  • Thorough knowledge of civil engineering principles, practices, and methods applicable to a municipal setting, including thorough knowledge of applicable City policies, laws, and regulations.
  • Knowledge of WSDOT and FHWA regulations and requirements for federal aid projects, including thorough knowledge of WSDOT publications.

Flexible/Hybrid Working: A hybrid work schedule is available for this position following an orientation period working in the office after hire. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall. Paydays - The City of Bellevue pays employees on the 8th and the 23rd of each month (24 pay periods per year).Please note that the City does not participate in the Social Security Administration (SSA) program, and employees do not earn social security credits.
