What We Offer

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:

* General Salary increase (GSI) - A general salary increase of additional 3.5% effective December 22, 2024.

* Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.

* Bilingual Incentive - Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).

* Vacation Accrual - New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.

* Vacation Leave Redemption - After 14,560 hours of continuous County service an employee may elect to cash in or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.

* Sick Leave - Full time regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.

* Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.

* Health Plans - You are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.

* Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental, and vision care expenses.

* Pension Plan - Participation in the County's defined benefit pension plan. If eligible, you may establish reciprocity with other public retirement systems such as CalPERS.

* Holidays - 12 paid days per year which includes a scheduled floating holiday.

The Sheriff's Office currently has five (5) Regular and one (1) Temporary vacancies for Sheriff's Records Technician I/II in the Central Inmate Records Units.

Under immediate (I) or general (II) supervision, performs specialized complex technical law enforcement records functions in Central Inmate Records, within Detention Services.

Must be willing and able to work rotating 12-hour shifts, including nights, weekends, holidays, and requires the wearing of a uniform. Applicants who fail to indicate their ability to work rotating 12-hour shifts, nights, weekends, and holidays will not continue in the process. Work is performed in a jail facility and movement outside the immediate work area is restricted. This position also requires direct contact with inmates and their possessions. Records Technicians assigned to the Todd Road Jail Facility are allocated at the Sheriff's Technician I classification.

Distinguishing Characteristics: Sheriff's Records Technician I (SRT I) is an entry-level classification and incumbents receive instructions, training, and experience in Central Inmate Records. Incumbents are expected to perform increasingly responsible work, and are eligible for advancement to the Sheriff's Records Technician II (SRT II) after successfully completing probation and one year of successful performance as an SRT I in Central Inmate Records. SRT II is the full journey-level classification and can effectively perform the full scope of duties.

Advancement to SRT II requires extensive training in multiple specialized computer systems in order to provide technical information. These positions have a definable body of knowledge and skills which exceed those required by SRT I and are not normally learned on the job in a brief period of time. Advancement to SRT II requires thorough knowledge of multiple automated criminal justice telecommunication systems and subsystems, departmental procedures, the criminal justice system, and frequent use of independent judgement. The level of responsibility is such that errors may be serious.

APPROXIMATE HOURLY SALARIES

Sheriff's Record Technician I: $19.29 to $27.01

Sheriff's Record Technician II: $21.84 to $30.57

VETERAN'S POINTS: The Sheriff's Records Technician I is an entry level classification, and Veteran's Points may apply to eligible applicants. Documentation of military service (DD-214) must be submitted prior to close of recruitment in order to receive points.

AGENCY/DEPARTMENT: Ventura County Sheriff's Office / Pre-Trial Detention Facility (Ventura) and Todd Road Jail Facility (Santa Paula)

Sheriff's Records Technicians are represented by Service Employees' International Union (SEIU) and are eligible for overtime compensation.

TENTATIVE SCHEDULE

OPENING DATE: Wednesday, March 6, 2024

AMENDED CLOSING DATE: Tuesday, December 31, 2024

Duties may include but are not limited to the following:

* Searches, retrieves, and provides confidential criminal record information to authorized personnel;

* Applies booking procedures including questioning persons who have been arrested to obtain and record personal, demographic, and related information; and inventories inmate's property and money to be deposited in the inmate account;

* Initiates inmate records, enters arrest, booking and release information into computer, reviews warrants and other court and legal documents to verify that they are complete and that booking information is in accordance with applicable regulations, laws, and procedures; updates inmate records when additional information is received;

* Provides information to the public and coordinates and assists jail visitors;

* Receives and records money for inmate accounts;

* Updates automated and manual inmate record and tracking system; receives and sends information from other agencies and jurisdiction;

* Identifies individuals with prior records or warrants by searching computer data banks;

* Assists staff in Central Inmate Records or Todd Road Jail as required

In addition to the above duties, the Sheriffs Records Technician II also performs the following:

* Receives and checks court documentation on inmates for accuracy, contacts court to correct errors or clarify information, records action by orders on inmate records;

* Schedules court dates for fresh arrest and warrants arrests; files probable cause forms on fresh arrest once a judge has reviewed them;

* Assists the general public, attorneys, and other law enforcement personnel at jail reception or on the phone requesting visitations, payment of bail, status of inmates, or other inmate information;

* Coordinates extradition information for both incoming and outgoing extradition requests, provides warrant abstracts to ensure lawful detentions and bookings;

* Researches and responds to public inquiries for law enforcement records, reports, and how and where to obtain arrest record sealing, file or service of restraining orders.;

* May perform fingerprinting;

* May testify in court; and

* Performs other duties as assigned.

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on the eligible list.

EDUCATION, TRAINING, and EXPERIENCE

Some education and experience that has led to the acquisition of the required knowledge, skills, and abilities which can be obtained by:

SHERIFF'S RECORDS TECHNICIAN I: One and one-half (1) years of general clerical experience.

SHERIFF'S RECORDS TECHNICIAN II: One (1) year of experience as a Sheriff's Records Technician I with the County of Ventura or an equivalent position with a comparable law enforcement agency or criminal justice agency.

NECESSARY SPECIAL REQUIREMENT

The successful candidate will be required to pass a thorough background investigation conducted by the Sheriff's Office Background Unit, which includes a polygraph and medical examination. Some positions may require a valid California driver license.

Supplemental Information:

* Work is typically performed on rotating 12-hour shifts including nights, weekends, and holidays and wearing of a uniform.

* For Central Inmate Records, work is performed in the jail facility and movement outside the immediate work area is restricted, requiring direct contact with inmates and their possessions.

* Records personnel assigned to Todd Road Jail are allocated at the Sheriff's Records Technician I classification.

Sheriff's Records Technician I

Some knowledge of: modern office practices and procedures; alphabetic and numeric filing rules and systems; proper English spelling and grammar; and basic math and cashiering.

Ability to: learn and apply policies and procedures related to records processing and maintenance; check and compare documents for accuracy and completeness; learn and apply federal, state, and local laws pertinent to criminal records; learn new and upgraded computer systems; enter, access, retrieve, update, and change information in automated systems; operate standard office machines, telecommunications equipment, photo imaging equipment, armband machines, and various printers; establish and maintain effective working relationships with co-workers, sheriff's representatives from other governmental departments and agencies, sworn personnel, and members of the general public; maintain confidentiality; remain calm and make rational decisions in hostile or emergency situations; communicate clearly and concisely, both orally and in writing; maintain accurate records; perform highly detailed work accurately and completely; and follow oral and written instructions.

Skill in: the operation of office equipment, computer keyboard and mouse, and depending upon assignment, specific positions in this class may require a minimum typing speed of 30 net words per minute.

Sheriff's Records Technician II

Some knowledge of: modern office practices and procedures; alphabetic and numeric filing rules and systems; proper English spelling and grammar; and basic math and cashiering.

Thorough knowledge of: applicable federal, state, and local laws, codes, and regulations, including the Public Records Act; inmate records management; law enforcement terminology; automated law enforcement information systems and procedures; and methods and techniques for record keeping.

Thorough ability to: learn and apply policies and procedures related to records processing and maintenance; check and compare documents for accuracy and completeness; learn and apply federal, state, and local laws pertinent to criminal records; learn new and upgraded computer systems; enter, access, retrieve, update, and change information in automated systems; operate standard office machines, telecommunications equipment, photo imaging equipment, armband machines, and various printers; establish and maintain effective working relationships with co-workers, sheriff's representatives from other governmental departments and agencies, sworn personnel, and members of the general public; elicit information from inmates who are hostile or under the influence of drugs and/or alcohol; read and apply policies and procedures related to receiving and releasing inmates; comprehend and apply court orders and documents; maintain confidentiality; remain calm and make rational decisions in hostile or emergency situations; communicate clearly and concisely, both orally and in writing; maintain accurate records; perform highly detailed work accurately and completely; and follow oral and written instructions.

Skill in: the operation of office equipment, fingerprinting, photo imaging and armband machines; computer keyboard and mouse, and depending upon assignment, specific positions in this class may require a minimum typing speed of 30 net words per minute.

Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list. Candidates invited to the examination will receive an email confirmation.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

The eligible list established from this recruitment may be used to fill future Regular (including Temporary and Fixed - term), Intermittent, and Extra Help vacancies for these classifications throughout the County. There are currently five (5) Regular and one (1) Temporary Full-Time vacancies within the Sheriff's Office.

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.
