CLASSIFICATION: Personnel System - Requires satisfactory completion of a six month probationary period.

PAY GRADE: 120

Purpose of Job

The purpose of this job is the management and coordination of site and land development to assist businesses wishing to locate or expand in Athens-Clarke County; coordination, liaison, and process improvement for land development plans review, procedures, and programs of the Unified Government; and, other related assigned duties.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Bachelor's degree in Business Administration, Public Administration, Construction Administration, Planning / Zoning, Real Estate, Landscape Architecture, or related discipline; with four years of local government public utilities, planning / zoning, construction, contracting, economic development, real estate development, project management, or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Must possess a valid driver's license.

Supervisory experience is preferred.

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Works with developers, contractors, engineers, architects, businesses, and other agencies, including community groups, ACCGov department directors, and the Manager's Office to share and assist with the Unified Government's planning and development design requirements, technical codes, specifications, and development review and inspection processes and encourage development that maintains the integrity of the ordinances that are in place to ensure community values.

Facilitates meetings or discussions focused on problem-solving, customer service, moving public/private site development and redevelopment projects forward, in collaboration with other ACCGov Departments involved in the development process, including Planning, Public Utilities, Transportation & Public Works, Building Inspections, and Fire Marshal, as well as development stakeholders.

Attends plans review meetings regularly, and planning/zoning meetings as needed.

Coordinates and leads visioning meetings.

Proactively communicates with and serves as point of contact/liaison to both public and private sector stakeholders, including the real estate and development community, business owners, property owners, and entrepreneurs to explain the development process, increase community awareness of development services, make community presentations, provide construction project information, and promote good public relations; proactively contacts applicants of site development projects to share information and answer questions.

Serves on and represents Economic Development Department as part of corridor improvement efforts, (e.g., Atlanta Highway, Lexington Road, Prince Avenue), which may include the identification of the need for public infrastructure improvement, private business initiatives, and recruiting.

Coordinates marketing and tracking of state Opportunity Zones, and sharing information with businesses located within the Opportunity Zones. Reviews Opportunity Zone applications from businesses and submits to Georgia Dept. of Community Affairs. Compiles and submits required annual OZ reporting to Georgia Dept. of Community Affairs.

Works with utility companies, brokers, property owners, and other partners to gather and compile property information, potential building layouts, drone footage, and utility maps for site being marketed; ensure information is accurate and is inputted into Zoom Prospector property database.

Prepares reports for the Economic Development Director and team reflecting current development activity in Athens-Clarke County.

Maintains frequent communication with the Economic Development Director and team; maintains and nurtures a cooperative working relationship with all Unified Government departments.

Assists with special event planning and planning for prospective business visits.

Coordinates REAL Good News event twice per year to bring together brokers, realtors, developers, and local utility providers to share new developments and space availability.

Participates and provides input for comprehensive planning, future land use plan, Comprehensive Economic Development (CED), and public utilities planning.

Prepares, composes, and processes informational publications, correspondence, memoranda, reports and forms from oral or written instructions; also edits proposals, reports, and correspondence.

Serves as coordinator for departmental purchasing and assists in monitoring Departmental budget, utilizing MUNIS financial software.

Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of public land development and public policy; construction practices and techniques; marketing and communication techniques; municipal ordinance interpretation; and development review.

Knowledge of ACCGov financial system and permitting, and licensing system.

Knowledge of the terminology used within the department.

Skill in written and oral communication, in the use and operation of a computer, software applications, and general office machines.

Skill in organizing work and dealing with the public and fostering internal/external relationships to encourage business friendly practices.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, calculator, copier, calculator, etc. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 10 pounds of force occasionally. Physical demand requirements are at levels of those for sedentary work.
