Please use a bullet-point format in all areas.Job Summary: This position is located at Beale AFB, CA. Acts for the Program Manager (PM) as the single point-of-contact on the assigned site. Provides schedules, manages, and directs the site work force in the Operation and Maintenance (O&M) at the assigned site to satisfy contract requirements. Responds to proposed contract changes affecting site operations and consults with program management and customer representatives regarding implementation. Ensures Contract Data Requirements Lists items are accurately prepared and delivered as specified. Meets all suspense dates defined by Performance Work Statement (PWS) and program management. Provides support as required by approved Memorandum of Agreements and the Contracting Officer's direction. Develops, implements, and enforces site-wide Quality Assurance, Industrial Security, and fire and safety programs. Implements procedures and programs to control costs while ensuring timely and efficient utilization of assigned manpower and resources.Essential Duties and Responsibilities:Serves as the PM's representative at the site, acts as the central point-of-contact, and ensures a close-working relationship with Air Force customer representatives.Provides effective management, planning, direction, and control of site manpower and other contract resources to assure effective mission support 24 hours per day, 7 days per week.Provides emergency response capability 24 hours per day, 7 days per week.Establishes programs and procedures; initiates controls to ensure compliance with the concepts, requirements, and standards of the PWS.Major Emphasis is on ensuring mission performance standards are fully satisfied through strict adherence to operational requirements.Responsible to the PM for personnel management, labor relations, and O&M activities of contractor personnel at the assigned site.Ensures the maintenance of records for evaluation, analysis, and reporting on site performance and mission assessment.Coordinate and maintain a consolidated schedule of installation/site projects and activities (ongoing and planned) to include, but not limited to mission support, construction, military satellite communication systems, network (NIPRNet/ SIPRNet), communications, sustainment, security and other requirements or projects.Brief the Site Commander on schedule impacts, issues and recommended actions.Continue services through all Force Protection and Defense Conditions without interruption.Develop a contingency plan to provide for continued operations and timely return of systems at all sites to operational status in the event of a declared crisis, catastrophic and non-catastrophic events and work stoppages.Provide technical information and logistical support for other contractors, subcontractors, or Government agencies in support of upgrades, projects and other efforts impacting PWS requirements and installation/site operations.Establish and sustain an ongoing performance-based organization that applies best practices and continuous process improvement.Implement and perform all required industrial security functions and actions for facilities not located on or in a Government Installation, site, or facility.Comply with entry, internal controls, and other physical security requirements applicable to USAF restricted and controlled areas.Initiate, direct, and monitor the performance of personnel and their operational areas.Effectively communicate operating philosophy, objectives, and expectations to site personnel.Resolve problems and or conflicts and maintaining open communication with the customer.Assimilate management information and writing reports detailing activities.Track, analyze, and trend site project costs.Provide input into the operational planning and budgeting processes.Plan and direct activities including training, assigning work, planning and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, acting on employee problems and recommending employee discipline.Monitor staff's performance, and coach for improvement and development.Identify Government-directed travel or other travel requests in excess of the PWS requirements, or training not identified in Appendix E, to the on-site COR, Government PM and to the CO for approval prior to contractor attendance.Educational/Training Requirements:Associate's degree with significant space operations experience.Required Skills/Experience:Six years' experience in space ground site operations.Six years' experience in program or operations management.Three years' with government contract(s) for the operations and maintenance of Phased Array or equivalent RADAR systems experience.Preferred Skills:Program Management Professional certification preferred.Must be able to lift or move items weighing up to 50 pounds.Must be able to climb ladders.The job is normally performed indoors in an industrial setting, with computer rooms and large antennas, this will require the Lead to work in various parts of the facility, as well as outdoors.Physical Demands:Walking, sitting, typing, bending, climbing and lifting items as required within position requirements.Clearance Requirements:Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship.
