Primary Purpose:
The Sourcing Specialist is responsible for sourcing and procurement activities related to the acquisition of goods and services used by Cameron LNG. This role performs construction, review, administration and application of the company's sourcing events including all documentation and requirements related thereto. Utilizing the tools, policies and procedures provided, this position provides the organization with best practices in sourcing event construction and administration for the purchase of goods and services related thereto, resulting in maximized purchasing power, lower risk, lower cost, and high-quality sourcing solutions. This position is highly focused on leading sourcing events for all services and commodities, including the construction and administration of Request for Information, Request for Quotes, and Request for Proposals and requires the development of sourcing events and execution of processes and documentation around these sourcing events and agreements. This position should have the ability to prioritize multiple requests and solve a wide range of problems relative to purchasing and sourcing functions, with appropriate guidance, and in accordance with set deadlines. SAP experience is preferred.
This position is located in Hackberry, Louisiana.
Transportation Worker Identification Credentials (TWIC) is required.
Responsibilities/Duties:
* Engage cross functional areas to define detailed technical and commercial requirements for the spend to be sourced;
* Utilize our buying power position to help develop our sourcing strategy;
* Analyzes historical spend, pricing and invoice data at a level of detail to identify specific opportunity areas
* Develop a detailed spend profile for the spend to be sourced
* Collect and analyze supply market intelligence
* Identify optimal supplier mix for the sourcing effort
* Lead the development of an execution strategy focused on highest impact opportunities for that category
* Develop a structured approach to engaging the supply market
* Lead the execution of Negotiation Plans
* Ensures the negotiations follow a structured approach that drives to the optimal outcome
* Participates in development of implementation plans to ensure all negotiation intelligence is passed on to others in Supply Chain and the business
* Provide solutions to improve company spending and stragety;
* Review and negotiate supplier contracts and related documents including commercial and legal provisions, contractual obligations, contractual work requirements, legal term sufficiency and compliance with company policies prior to execution;
* Support and maintain a globally consistent approach to sourcing event management and review procedures.
* Works effectively with internal functional groups to assess supply chain risk and exposure, review commodity market intelligence to determine best sourcing approach, mitigate exposure and risk, and to obtain the best possible value for the company.
* Provide guidance and leadership to other functional departments regarding sourcing policies and procedures, provisions and requirements.
* Facilitate compliance with Supply Chain policies and procedures, Procurement and Contracting procedures, Sourcing and Bidding Procedures and other supply chain objectives and procedures as well as facilitates internal compliance with the terms and conditions of existing supplier contracts.
* Maintain accurate tracking of status for existing and pending sourcing events and related documents.
* Serve as company resource concerning specific awareness of sourcing event obligations, terms, ongoing contract negotiations, questions, issues, and problem-solving.
* Maintain current technical knowledge of relevant sourcing processes, standard templates, procedures and best practices.
* Maximize the use of information systems and technology for tracking, analysis, reporting, administration and communication of sourcing information.
* Initiates and evaluates quotations, bids or request for proposals (RFPs) for the procurement of equipment, tools, goods, operations materials, and low-risk services.
* Negotiates pricing, payment, and delivery and, as required, other purchase order terms for the procurement of goods and services.
* Assist in execution of and modification of purchase orders; tracking, adjusting, cancelling and/or closing transactions in multiple procurement systems.
* Researches and advises business unit clients on market conditions, pricing and delivery options, and business and contractual risk factors related to the procurement.
* Responsible for understanding existing supplier agreements in order to properly advise management on best courses of action.
* Selects appropriate means of communication; listens actively and conveys appropriate information to all parties involved.
* Perform additional duties as assigned and participate in special projects as required.

Qualifications
Education:
Bachelor's Degree in Supply Chain Management or Business Administration or other relevant discipline.
Experience:
Minimum of 3-5 years of relevant Sourcing, Procurement or Supply Management experience in Oil and Gas or Energy Industry; or an equivalent combination of education and experience. Experience working with SAP preferred.

* Knowledge of sourcing event construction and execution

* Three (3) or more years' progressive work experience in sourcing, negotiation or equivalent work experience required.
* Three (3) or more years' oil/gas industry experience preferred, including technical knowledge of oilfield services, equipment, or heavy industrial equipment.
* Three (3) or more years' experience in contract negotiation of legal and business terms and conditions of services, sales and purchase agreements.
* Ability to manage multiple projects and meet deadlines.
