Job Summary:

The Turnaround Cost Specialist provides turnaround and small shutdown cost control leadership by providing strategic direction and lead Turnaround cost efforts to ensure all turnaround events deliver quality cost estimating and cost management. The ideal candidate will proactively identify and resolve issues involving cost, implement solutions, and drive adoption of lessons learned and best practices.

Job Duties and Responsibilities:

  • Provide turnaround and small shutdown cost control leadership
  • Provide strategic direction and lead Turnaround cost efforts
  • Ensure all turnaround events deliver quality cost estimating and cost management
  • Proactively identify and resolve issues involving cost, implement solutions, and drive adoption of lessons learned and best practices
  • Responsible to determine cost forecasts by reviewing man-loaded schedules.
  • Familiarization with a Work Breakdown Structure (WBS) and ability to segregate cost accordingly is a must.
  • Ensures costs are allocated to the correct WBS element and/or work order.
  • Ability to prepare and present cost reports to management including budget preparation, KPI reporting and forecasting
  • Review change order and cost trend requests.
  • Sustain effective interfaces with Accounting and Capital projects
  • Actively engage with Accounting and Site leadership to provide functional support to ensure continued efficiency within turnaround and related capital projects estimating and cost control functions
  • Ensure priorities are aligned within the Turnaround Team and Accounting
  • Drive continuous improvement in work processes and tools
  • Ensure cost tools stay current with technology advancements and data
  • Develop, document and improve work processes and procedures to ensure accuracy and timeliness in the preparation of cost estimates, budgets and forecasts
  • Effectively develop and execute the turnaround cost control and financial audit plans
  • Ensure that the appropriate level of cost and financial control processes are in place and in compliance with the Delegation of Authority
  • Ensure effective change management processes are in place
  • Ensure relevant cost management procedures and reporting requirements are incorporated where appropriate in contractor scope of services
  • Ensure lesson learned and audit findings are appropriately addressed and communicated to prevent future recurrence

Required Qualifications:

  • Minimum of 10+ years of turnaround, construction, maintenance, or project management industry experience
  • 10+ years of cost control experience in the petrochemical, chemical or refining industries

Preferred Qualifications:

  • Problem solving, leadership, communication, organization, conflict resolution and computer skills preferred. Must maintain a positive, can do attitude and work well in a team environment.
  • Ability to manage numerous on-going projects and activities as related to cost control.
  • Strong communication and interpersonal skills required to interface effectively with all levels within the organization.
  • Organizational skills capable of providing oversight to multiple turnarounds and initiatives.
  • Proficient in software applications including Oracle (preferred), Primavera, and Microsoft Office applications.
  • Positive attitude with demonstrated ability to inspire others. Ability to initiate change, standardization, and discipline toward a common purpose.
