Please contact Human Resources if you require an accommodation.BASIC FUNCTION: Performs professional accounting duties including examination analysis, maintenance, reconciliation and verification of financial records, oversight of accounts payable processing, and performs related work as required. Assists with the daily accounting functions of ESD. Assists in the preparation of the month-end closing and year-end closing, including the annual audit. Applies the principles of accounting within areas assigned. Prepares journal entries, account analyses, reconciliations and audit schedules. Supervises and directs the Accounts Payable team. WORK PERFORMED:
  • Oversee the work of Accounting and Accounts Payable staff. Instructs and advises personnel on various methods and procedures for conducting accounting activities. Implements cross-training activities to assure office work coverage.
  • Supervises all accounting data entry activities including approval of accounts payable transactions, vendor set-up and other functions, as needed. Reviews accounting documents prior to submission to ensure accurate recording in the general ledger.
  • Supervises the preparation and review of annual filing of 1099s.
  • Prepares schedules for ESD's annual Federal Single Audit.
  • Assists in preparation of quarterly and year-end general ledger analyses in support of accurate and complete financial reporting. Generates related journal entries, where needed.
  • Supervises the reconciliation of various bank accounts.
  • Prepares audit schedules, footnotes and relevant work papers for quarterly and annual financial statements.
  • Responds to both internal and external auditor requests.
  • Develops, maintains and implements accounting policies and procedures in accordance with GAAP and GASB accounting standards.
  • Effectively communicates with department staff and all levels of management.
  • Perform special projects, assignments and analyses as requested.
  • Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives.
  • Other duties as assigned by supervisor.
MINIMUM REQUIREMENTS:Education required:Bachelor's degree in accounting, Finance or related field from an accredited college or university. MBA or CPA preferred.Experience required:6+ years of direct public/private accounting experience; government experience a plus. Direct supervisory/ managing a team experience is a must.Knowledge Required:
  • Knowledge of accounts payable principles, procedures, and standards.
  • Knowledge of public auditing policies, standards, and procedures.
  • Knowledge of general accounting principles.
  • Knowledge of GASB preferred.
  • Skill in the use of general accounting software (e.g., PeopleSoft).
  • Strong investigative and problem resolution skills.
  • Ability to foster a cooperative work environment.
  • Ability to use independent judgment to make administrative and procedural decisions.
  • A thorough knowledge of: Business English and arithmetic; general office methods, procedures, and practices.
  • Ability to plan, develop, and coordinate multiple assignments.
  • Strong organizational skills and detail oriented.
  • Ability to gather data, compile information, and prepare reports.
  • Strong interpersonal and communication skills.
  • Able to work effectively with a diverse group of professionals.
  • Ability to resolve complaints and concerns quickly and effectively.
